Synopsis (short abstract) The paper presents the final report of the master fisherman who joined the Project (RAB/81/002) during December 1982. His duty station was Port Sudan, with sub-stations at Mohammed Qol and Arakiyia, plus other fishing camps. He replaced the previous master fisherman who had left in August, 1982. His terms of reference with: assisting the Cooperatives in the operation of fishing boats and handling, storing, transporting and marketing their catch; maintaining of the Project boats and fishing equip ment provided to the sub-station, either by the FAO or the Government; designing, constructing and maintaining relevant, improved or new fishing gear; introducing of proven modifications or innovations into the existing fishery, through demonstration and on-the-job training of fishermen and extension workers; continually assessing the fishing situation and conditions in the areas of his activities; identifying technical shortcomings and the needs as felt by the fishermen and their communities, a nd assisting in the formulation of local fishery development activities, taking into account related socio-economic factors and utilization distribution aspects; performing other related duties as identified by himself or the Project manager, and keeping all people concerned continually informed of his activities.

    This report covers the period from January 1981 when the author joined the Project (RAB/77/008), to his departure in April 1984 during RAB/81/002. Previous to joining the Project, he had visited the site in Port Sudan from 10 to 15 July 1980 and written a report giving the situation and suggesting action to be taken. The background situation described here is based on that report and some alterations made through being able to verify particular points more thoroughly during the three years of my employment in the area. The work was centered at two places at different times: Mohammed Qol and Suakin. The timetable was dictated by the nature of the work. The nature of the work was not affected by the change in the Project’s overall phases.

    Report on socio-economic aspects of the Gulf of Aden fisheries in the Republic of Djibouti 1982

    The Djibouti coastline on the Gulf of Aden is about 242 kms long. The present catch is estimated at about 350 tons. There are about 286 fishermen who operate with 111 houris and sambuks of different shapes and sizes. They are based in Djibouti, Tadjouram Obock and Khor Anghar. The number of fishermen has increased during the past few years due to the drought conditions which have forced nomadic herdsmen to the coast. The fishermen have a very low standard of living. This is mainly due to the low productivity, high cost of living and large families. The fishermen's per capita income is less than two-thirds of the national average. A Fishermen Cooperative Society was established recently in Djibouti City with the objective of improving the socioeconomic conditions of fishermen. Although the subject has not been thoroughly examined it is believed that the main constraints in the fisheries sector are as follows: lack of a fisheries-related infrastructure; the low productivity of the tradit ional fishing methods; lack of credit facilities and technical services; lack of organised fish distribution and marketing systems within the country. Obock is recommended for the establishment of a Cooperative Fishing Centre as a pilot project where cooperative activities can be introduced and applied in due course in other areas.

    Project proposals to support regional fisheries development

    A brief description of the present fisheries situation in the Red Sea and Gulf of Aden area is reviewed in this document. It is indicated that the fisheries is predominantly traditional and that the potential resources offer sufficient scope for increasing much needed fish supplies. Eighteen project proposals are presented covering all main areas of fisheries development. Fifteen of these projects are developmental and the remaining three are intended to be commercially-oriented investment proje cts. The proposals specifically cover fields that most need assistance including training, resource development, marketing, development of small-scale fisheries and statistics. They require 29.3 years of activities at a total cost of about US$ 19 million. The regional approach is used for executing these projects but, implementation on a national basis may be considered. Fisheries development in the area will be dependent on external help and assistance, therefore, these proposals are brought to the attention of donors interested in developing fisheries in the Red Sea and Gulf of Aden. At present UNDP/FAO/RAB/77/008 is the only regional framework concerned with developing fisheries in the area.
