    An FAO/WFP Crop and Food Security Assessment Mission (CFSAM) conducted an analysis from 7 to 16 December 2020 to estimate the cereal production in South Sudan during 2020, based on a review of data and information collected by the Ministry of Agriculture and Food Security (MAFS). The Mission also reviewed secondary data from a variety of sources in order to produce an overview of the overall food security situation in the country. Due to COVID-19‑related travel restrictions, the analysis was performed remotely through several video‑conferences with relevant staff of the FAO Office in South Sudan. The CFSAM reviewed the findings of several Crop Assessment Missions conducted at harvest time from August, following the removal of COVID‑19‑related travel restrictions, to December 2020, in different agro‑ecological zones of the country.

    The Mission estimated the 2015 net cereal production in the traditional sector at about 921 000 tonnes, about 9 percent below the 2014 very good output, but still about 16 percent above the last five-year average production. Despite some dry spells between May and August, seasonal rains in 2015 have been generally abundant and prolonged until December. Major reductions in output have been reported in Western Bahr el Ghazal and Eastern Equatoria states due to unfavourable rainfall as well as in W estern Equatoria State due to the disruption of cropping activities following worsening security conditions. The overall cereal deficit in January-December 2016 marketing year is estimated at about 380 000 tonnes, over 130 000 tonnes higher than the deficit estimated for 2015. About 12 percent of the population was estimated to be severely food insecure at end of 2015, a record level during the harvest period. Food security worsened not only in conflict affected areas of Greater Upper Nile Regi on, but also in other states as a consequence of the economic downturn and skyrocketing prices which limited access to food for most households. In 2016, WFP plans to assist 3 million people providing about 315 000 tonnes of food. Although a large component addresses the needs of people directly affected by conflict in the Greater Upper Nile Region, WFP assistance will also focus on school feeding, nutrition interventions and food for assets programs. The Mission stressed that the achievement o f a stable and lasting peace is paramount in order to progress in terms of agricultural development and improving food security. In order to strengthen local production and reduce the food gap in 2017, FAO’s emergency response will assist over 3 million people with agricultural inputs (often through a system of seed fairs and vouchers) to support planting activities, as well as vegetable and fishing kits, and livestock vaccination/treatment. Moreover, FAO is implementing several resilience build ing programs in the Greater Equatoria and Bahr El Ghazal regions.

    This report acts as a baseline for the Food and Nutrition Security Resilience Programme (FNS-REPRO) of the Food and Agriculture Organization of the United Nations (FAO), a four-year programme of USD 28 million funded by the Government of the Netherlands. This programme contributes directly to the operationalization of the United Nations Security Council Resolution 2417 by addressing the “cause-effect” relationship between conflict and food insecurity in Somaliland, the Sudan (Darfur) and South Sudan. The programme, which became operational in October 2019, is designed to foster peace and food security at scale through a multi-year livelihood- and resilience-based approach. The FNS-REPRO component in South Sudan focuses on developing the seed sector value chain: first and foremost with the objective to close the cereal production gap, while eventually providing more diversified products for local, national and export markets. The purpose of the study is to collect baseline values for identified project indicators, which will be tracked over time and used to establish the impact of the project. In addition, it identifies and documents lessons learned that will facilitate the continuous realignment of the current project’s theory of change and assist in defining and designing similar future food security projects in South Sudan as well as in other parts of the world with similar contexts. The baseline study was structured around the project indicators that can be measured at household level as well as indicators that will be used to estimate household resilience capacity. Estimation of the household resilience capacity is done using the FAO RIMA-II tool. Overall, the study employed a panel design with both intervention and comparison households. The current baseline survey focused on Yambio and Torit counties, the first areas of the project roll-out. The data collection covered about 600 households from the two counties (407 treatment and 192 control) in October 2020.
