Synopsis (short abstract) Despite available international conventions and national labour regulations, fishers and fish workers in Costa Rica face several gaps and decent working d deficits. In particular, fishing at sea is a very dangerous occupation characterized by long and difficult working hours and limited occupational safety and health. The combination of these factors disproportionately limits the access of fisher folk to social security schemes, credit and subsidies, training services, as well as weak engagemen t in collective action. The case study explores living and working conditions in small scale semi-industrial fishing sector in Costa Rica to increase the knowledge base in relation to decent work in fisheries and draws on a bibliographic review, as well as on focus group discussions and key informants interviews.

    El estudio investiga las condiciones de vida y de trabajo en el sector de la pesca artesanal y semiindustrial en Costa Rica con el objetivo de aumentar la información disponible en relación con el trabajo decente en el sector pesquero. Basado en la revisión de la bibliografía disponible y a través de entrevistas con diferentes actores en el sector pesquero, el estudio destaca la pesca en el mar como una ocupación muy peligrosa y caracterizada por largas y difíciles horas de trabajo, y la salud y la seguridad limitada en el trabajo. Los pescadores y trabajadores del sector se enfrentan a acuerdos informales y altos niveles de pobreza y vulnerabilidad. La combinación de estos factores limita, de manera desproporcionada, el acceso de ellos a los regímenes de seguridad social, créditos y subsidios, servicios de capacitación así como el involucramiento en acciones colectivas.

    This seminar will discuss the role of cooperatives, fishers’ organizations and other institutions in strengthening the bargaining power of small-scale fishers as a strategy to reduce rural poverty. In particular, the seminar will show how small-scale fisheries contribute to poverty reduction, community development and food security around the world and will present successful examples of collective action for poverty reduction in the fisheries sector from India and Costa Rica.

    Worldwide small-scale fishers, boat crew members, fish-processors, fish traders and fish processing workers face serious labour related challenges specifically linked to the nature of the sector, including prevailing informality, seasonality, remoteness and hazardous nature of work. Inadequate knowledge and skills make many fishers dependent on unpaid family labour including those of women and children. Where labour regulation exist are of difficult application. The study explores wide-ranging decent work concerns in fisheries and aquaculture sector with the objective to inform and guide FAO programming and partnering with governments, civil society organizations, private sector and other UN organizations in promoting decent working conditions along the whole fish value chain.
