Synopsis (short abstract) The Government of Thailand requested FAO to mount a multidisciplinary mission for the purpose of reviewing the implications of recent developments in the Regime of the Sea for the fisheries of Thailand. The mission visited Thailand from 1 to 16 December 1977 and the report contains the mission’s findings and recommendations. Thailand’s major problem is the fact that in view of the proclamation of EEZ by its neighboring countries the fishing grounds exploited so far by the national fishermen are becoming inaccessible to them. The report reviews the approximate losses to the Thai fisheries in terms of decreased catch and recommends measures to be taken to control Thailand’s fishing effort as well as actions and projects aimed at increasing fish production to counter-balance the already visible decline of fish landings from marine waters.

    The extension of EEZ of national jurisdiction in marine waters consequent on the developments of the Law of the Sea has required many countries to examine the implications of such developments for their fisheries and the need to make adjustments. FAO has been providing assistance to countries at their request to examine these situations and to prepare programmes of development. In response to such a request, the FAO/UNDP Indian Ocean Fishery Survey and Development Programme mounted a mission to Somalia. This report embodies the findings of this mission and its recommendations for future action. In addition to this work, the mission was also requested to suggest emergency measures that would be necessary to cope with the situation that had arisen with the termination of Soviet technical assistance. The report contains recommendations of a short-term nature to meet this situation.

    Based on a review of existing resource data and past fishing experience in the Zone, the report recommends licensing of foreign tuna long-lining and pelagic trawling, subject to annual review, as well as a two-year license to a pole-and-line skipjack fishing company. A proposal is made for the upgrading of indigenous fishing. A series of questions posed by the Government concerning legal aspects of the Zone are answered, including statements of international law and the domestic law of other cou ntries regarding regulation of foreign vessels in the Zone. The mission staff visited the Republic of the Seychelles from 5 to 10 March 1978.

    The National Seminar on the Reduction and Management of Commercial Fishing Capacity in Thailand took place from 11 to 14 May 2004 in Cha-Am, Thailand. Participants included senior officials from the Department of Fisheries and other relevant Government departments, representatives of associations of the commercial fishing industry, leaders of small-scale coastal fishers, national and international resource persons and representatives of bilateral and multilateral agencies. The marine captur e fisheries sector is more capital intensive than is appropriate for Thailand's resource endowment, and there is an urgent need for fishing capacity reduction for improved fi sheries management and protection and conservation of fish habitats and other threatened coastal resources. Failure to achieve this will have serious consequences for the most vulnerable people in coastal communities, fish consumers and society at large.
