Synopsis (short abstract) This paper proposes an approach to assist countries in ensuring that NFM planning more strongly meets the needs and demands of forest-related national policy processes. The approach is based on an understanding that there is a multiplicity of issues and legitimate interests related to forests that require multipurpose information systems. The approach is also based on the following two assumptions: 1) that the technical, financial and administrative design of an NFM system is based on the inform ation needs and user requirements of various policy processes and stakeholders; and 2) that strong stakeholder involvement is needed at all stages of NFM planning and implementation.

    During the early 2010s, the Western Central Atlantic Fishery Commission (WECAFC) expressed the need for increased attention to improved fisheries data and information collection as a basis for better fisheries management in the region. Since 2015, the European Union has funded two projects supporting WECAFC in setting up the first meeting of its Fisheries Data and Statistics Working Group (FDS-WG) and in laying the foundations of a statistical data and information framework in support of fishery management. The main challenge facing this third project was to continue this regional effort, while extending support to Members for strengthened capacities in fisheries statistics. Specifically, the objectives were to support the organization of the second meeting of the FDS-WG, the operationalization of the WECAFC regional database with data submitted by countries and the strengthening of national capacities in fisheries statistics.

    The project has helped to improve partnerships between national statistics offices, ministries of agriculture, and other stakeholders with expertise in the relevant new technologies, including GIS experts and departments in other ministries, academic institutions, and international and regional organizations. The project has complemented other projects and programmes involved in building capacity regarding the SDG indicators through the use of the cost-effective methods introduced. Integrating Big Data with traditional survey and census data has also enabled users to analyse and monitor, inter alia, the impact of natural disasters on different types of farmers and the effects of climate change on female-headed agriculture households.
