Synopsis (short abstract) The FAOs Japan-funded Project on the Management of tuna fishing capacity: conservation and socio-economics has been formulated by FAO with the objective of improving the management of tuna fisheries on a global scale. Its immediate objectives are to provide technical information necessary for the management of tuna fishing capacity and to identify and resolve the technical problems associated with that management on a global scale, taking into account conservation and socio-economic is sues. This publication presents results of the studies carried out by the Project that were proposed by the Project and considered by its Technical Advisory Committee (TAC) at its 1st Meeting (Rome, Italy, 14-16 April 2003) as being of highest priority. Earlier versions of papers on these studies were presented to the 2nd Meeting of the TAC (Madrid, Spain, 15-18 March 2004), where they were critically discussed. These papers were subsequently peer reviewed, revised and edited. The studies presented in this publication are on the tuna fisheries and resources, the characterization and estimation of fishing capacity, the tuna fishing industry and the management of tuna-fishing capacity. Their results are summarized in the Overview of this publication, and detailed information on them is presented in the following four sections associated with these subjects. The first section describes, on the global scale: the development of tuna fisheries since their inception , including (i) the evolution of vessels, fishing gear, navigation and fishing techniques and fishing grounds and (ii) the trends in tuna catches, the status of the tuna stocks and the tuna catch data available from the FAOs Fisheries Global Information System (FIGIS). The second section includes three papers on fishing capacity of industrial tuna purse seiners and longliners and on the importance of non-industrial tuna fisheries. The third section consists of one paper that qu alitatively and quantitatively assesses the influence of the tuna market (e.g. prices and imports) on tuna catches. The fourth section includes two papers that analyse past developments and future options for the management of fishing capacities of the purse-seine and longline fleets.

    The Expert Meeting to Identify the Needs for a Subsidiary Body on the Technical and Socio-economic Aspects of Aquaculture in the Mediterranean was held in Santiago de Compostela, Spain, from 2 to 3 June 2006. It was attended by eight experts from the region. The meeting was organized as a result of a process, comprising an external evaluation of the Committee on Aquaculture (CAQ) and its Networks, in 2004, and the endorsement by the General Fisheries Commission for the Mediterranean (GFCM) at it s thirtieth session (January 2006) of a meeting of experts to identify the needs for a GFCM subsidiary body of CAQ which would deal with the socio-economic and technical aspects of aquaculture in the Mediterranean. The experts defined the terms of reference, priorities and modus operandi of such a subsidiary body. They also requested the fifth session of CAQ a) to endorse the establishment of the Coordinating Steering Group on Technical, Economic and Social Aspects of Aquaculture in the Mediterr anean (TESAM) and the ad hoc working groups proposed, b) to present results to the Commission at its forthcoming session, c) to review and redefine the objectives and terms of reference of the GFCM CAQ in order to reflect more precisely the socio-economic and technical issues that CAQ should handle for the Commission, d) to explore the possibility of a merger of the Environment and Aquaculture in the Mediterranean Network (EAM) and TESAM, to ensure a lighter cost-effective and efficient structur e for CAQ subsidiary bodies, and e) to instruct the Information System for the Promotion of Aquaculture in the Mediterranean (SIPAM) to start collecting more socio-economic, technical and research-related data and information to facilitate the work of TESAM. The meeting of experts was informed of the findings and recommendations of the Workshop on European Seabass and Gilthead Seabream Markets, that was held in Rome on 12 May 2006. Many of the recommendations from the workshop were translated in to activities to be carried out by the ad hoc Working Group on Marketing as proposed by the Expert Meeting.

    Article 10 of the Code of Conduct for Responsible Fisheries (CCRF) sets out principles and standards for the integration of fisheries in coastal management. Article 10.2.4 of the CCRF states: “States, in accordance with their capacities, should establish or promote the establishment of systems to monitor the coastal environment as part of the coastal management process using physical, chemical, biological, economic and social parameters. “The guidelines presented in Part 1 of this Fisheries Technical Paper attempt to identify empirically verifiable key indicators for the identification of socio-economic and demographic issues, problems and opportunities in coastal and aquatic resources management and for monitoring the impact of management measures on the socio-economic well-being of coastal and fishing communities. The guidelines also identify data sources and methods for the collection of data. Part 2 contains a summary of the proceedings and recommendations of the Regional Workshop on the Use of Demographic Data in Fisheries and Coastal Development and Management in the Philippines and other Southeast and South Asian Countries held at the University of the Philippines in the Visayas, Miag-ao, Iloilo, Philippines from 18 to 21 March 2002, as well as selected papers from the workshop. In Part 3, two case studies, one from the United States of America and the other from Italy, describe how socio-economic and demographic indicators are actually used in coastal and aquatic resources management.
