Synopsis (short abstract) The issues of wood energy (WE) development encompass all major sectors of development. Forestry related issues impinge upon WE resources, WE production and distribution (or flows), and WE utilization/conservation, may also affect alternative development directly or indirectly. The issues may be complex, may need inter-sectoral cooperation and coordination. Cross-sectoral issues may be best addressed by integration in national development policy and legislation. Sectoral policy and by-laws have t o incorporate the issues of national development priority. Forestry alone should not be viewed as the sector having the sole responsibility of WE development. The issues related to non-forest land based production and optimal utilization of residues and by-products of wood-based industries deserve the attention also in the agriculture, industry sectors, not to mention the role of rural development sector in meeting the problem of sustainable energy supply in rural area. And all these issues shou ld be fully understood analyzed and by the energy sector and assist the responsible sectors with provision of integrated energy development policy in order to recognize and support integrated WE development. Resolution of the legal issues in the forestry sector alone will not overcome the problem of WE development, instead it may further convey the wrong message that this sector is de facto responsible for WE development in totality.

    This paper initially set out to achieve three objectives: First, to find out what policies, strategies and prospects are now in place among European countries that promote the development of biomass systems. The second task was to flesh-out what policies, regulations, legislation, rules and standards have been crafted to ensure the sustainable production, conversion, marketing and use of wood as fuel. The third objective was to come up with a per country case-specific description of the institut ional set-up and legislative mechanisms that promote bioenergy in Europe. Overall, the study provided a comprehensive perspective of the development of bioenergy systems after reviewing the cases of 25 European countries.

    This paper discusses the Long-range Energy Alternatives Planning model(LEAP), and provides exercises on data analysis for energy planning, focussing on wood energy. The exercises are used by RWEDP during LEAP tutorials for its member countries. LEAP is an energy planning model that covers energy demand, transformation and supply. It uses a simulation approach to represent the current energy situation for a given area and to develop forecasts for the future under certain assumptions. LEAP is very appropriate for wood energy planning because it contains a land use module that can be used to assess available wood resources.
