Synopsis (short abstract) Shared sardinella: Supporting the implementation of the Ecosystem Approach to Fisheries for the management of shared Sardinella stocks in northwest Africa is an initiative by the EAF Nansen Programme. The long-term objective of the programme is to support sustainable fisheries to improve food and nutrition security for people in partner countries. The Shared sardinella project responds to the need for regional collaboration on the management of shared sardinella stocks. The regional and national projects aim to promote an ecosystem approach to fisheries (EAF) in strenghtening capacities, structures and fisheries management processes through the development and use of the fisheries management cycle (FMC). The initiative contributes to the expected results of the EAF-Nansen Programme: “fisheries management institutions manage fisheries according to the EAF principles” and related indicators. The projects contribute also towards achieving the following United Nations Sustainable Development Goals: SDG1 ("no poverty"), SDG2 ("zero hunger"), SDG5 ("gender equality"), SDG13 ("climate change") and SDG14 ("life below water").

An interregional workshop on the management of shared stocks and implementation of an ecosystem approach to fisheries within the framework of the EAF-Nansen Programme was held in Dakar, Senegal from 24 to 26 April 2018. The objective of the workshop was to examine with the representatives of partner institutions and principal initiatives the current situation and related activities pertaining to shared stocks by identifying the needs and opportunities to support the management of fisheries exploiting shared stocks within the framework of the EAF-Nansen Programme. Un atelier interrégional sur la gestion des stocks partagés et la mise en œuvre de l'approche écosystémique des pêches dans le cadre du Programme EAF-Nansen s’est tenu à Dakar, Sénégal du 24 au 26 avril 2018. Les objectifs de l’atelier étaient d’examiner avec les représentants des institutions et principales initiatives partenaires la situation actuelle et les activités connexes relatives aux stocks partagés en identifiant les besoins et d’identifier les opportunités d’appui à la gestion des pêcheries qui exploitent les stocks partagés dans le cadre du Programme EAF-Nansen.

The present report, following a short introductory section, continues with three major sections. The first reviews and provides a comparative analysis of 39 international arrangements dealing with matters relating to the management of shared stocks. The analysis compares various aspects ranging from the scope of such arrangements to the institutional settings as well as the decision-making processes. A second section reviews existing multilateral arrangements covering the Northwest Africa regio n, and in particular arrangements including The Gambia, Mauritania, Morocco and Senegal. The aspects of the analyses made in the previous section that would be appropriate for cooperative arrangements among the coastal States of the Northwest African region are identified and options for funding of management arrangements are outlined. The last section of the report draws attention to possible options for cooperative arrangements among the four States listed, and possible themes for such coopera tion.
