Synopsis (short abstract) The Monitoring and Analysing Food and Agricultural Policies (MAFAP) programme is a leading policy support initiative at FAO that works with countries in Africa to strategically prioritize, reform and implement policies on food and agriculture. By monitoring and analysing public budgets and trade and market policies, MAFAP guides governments to repurpose their agricultural support to accelerate the transformation of agrifood systems. It also collaborates with policymakers to identify priorities for policy and investment reforms in key commodity value chains and supports implementing policy changes so that agrifood systems can deliver affordable healthy diets to all and inclusive markets for farmers.

    Governments have turned to FAO for support in identifying and assessing options for reforming policies on food and agriculture through the “Monitoring and Analysing Food and Agricultural Policies” (MAFAP) programme. While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. However, there are areas of improvement for this programme, including: i) increased resources to better address increasing policy support demand; ii) more strategic planning; iii) more formal institutionalization and more engagement with civil society and the private sector; iv) more coherence at country level in conducting preliminary analysis; and v) improvement to its knowledge management system in order not to lose its institutional memory.

    Given the predominant position of agriculture in terms of its contribution to the livelihoods of the people, the agriculture sector’s policy framework has serious implications for the Indian economy An enabling policy environment is a prerequisite for promoting agricultural development, ensuring food security, and reducing and ultimately eliminating poverty In this context, the project was designed adequately, with a focus on three major policy aspects on food and agriculture across six pilot states However, significant delays at the outset of the project (see below) reduced the implementation timeframe to approximately three months, and the entire range of outputs and activities envisaged and planned could not be carried out Given the reduced timeframe available, the project focused on addressing part of Output 6 “National capacity to articulate and assess national agricultural policy reform options strengthened in Governments and/or in partner institutions in India” As a result, two intermediate technical reports were produced a National Agriculture Price Policy (National Agriculture Market e NAM) for selected Agriculture Produce Market Committees ( in Haryana and Odisha, and a National Food Security Policy (National Food Security Act NFSA PDS) for selected districts in Chhattisgarh and Bihar.
