It assesses ways in which the Government of Ethiopia could coherently pursue the objectives of reducing the cost of the least cost healthy diet for Ethiopians and achieving faster inclusive agricultural transformation (IAT), i.e. increasing agrifood output, creating rural off-farm employment and reducing rural poverty.

    The analysis presented in this report examines the impacts of repurposing food and agricultural fiscal support and border support on the cost and affordability of healthy diets and several other key socioeconomic, nutritional and climate indicators. The impacts are estimated at the global level, as well as for various income groups and geographic regions. Scenarios include repurposing fiscal support to producer support targeted to high-priority foods (those where current levels of consumption are below that of recommended levels) and to consumer subsidies targeting high-priority foods.

    This background paper to The State of Food Security and Nutrition in the World 2023 discusses the dynamics and drivers of urbanization, the associated changes in agrifood systems and the corresponding risks and opportunities to ensuring access to affordable healthy diets for all. The paper is based on a systematic review and meta-analysis of evidence from scientific papers and informed by new analyses conducted for the 2023 edition of The State of Food Security and Nutrition in the World. A conceptual framework is presented for understanding the different pathways through which urbanization is driving changes in agrifood systems across the rural–urban continuum, and is, in turn, affecting access to affordable healthy diets.
