    The region included in this study comprises 19 countries: Burundi, Comoros, DR Congo, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. All countries, except Tanzania, are members of COMESA and the tripartite negotiation process for one large Free Trade Area (FTA) for 26 countries. Some countries belong also to other regional organizations such as the East African Community (EAC), the Inter-Gov ernmental Authority on Development (IGAD), and the Indian Ocean Commission (IOC) with their own FTAs. Thus many sides have to be heard in trade related discussions. The fisheries sector is important to most of the countries in the region. As a group, the countries produce about 1.9 million tonnes of fish and seafood every year, representing about 23% of Africa’s total fishery production. Aquaculture plays a minor part in fish production, but is expected to become increasingly important as a sour ce of animal white protein for the region in the future. The most important product forms produced include frozen whole fish, dried fish and smoked fish. There is very little value-added production in the region, except for some production of canned tuna in Seychelles, Mauritius and Madagascar, frozen shrimp in Madagascar, and frozen Nile perch fillets in Uganda, Tanzania and Kenya.

    Fisheries are one of the most significant renewable resources that Eastern and Southern Africa (ESA) and Indian Ocean (IO) countries have for food security, livelihoods and economic growth. Efforts however, need to be made to ensure that as the population in these countries grows, and demand for food and employment likewise grows, the benefits that fishery resources provide, are protected through sustainable management and value-addition. The IOC-led Program for the Implementation of a Regional Fisheries Strategy for the ESA-IO region (IRFS) [SMARTFISH] was launched in February 2011 with the aim of contributing to an increased level of social, economic and environmental development and regional integration in the region through the sustainable exploitation of fisheries resources. Underpinning the Program is the harmonization of the region’s strategies and the strengthening of regional integration especially in partnership with COMESA, EAC and IGAD. The ultimate beneficiaries are fisher men, coastal communities and wider populations in Burundi, Comoros, Djibouti, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Somalia, Sudan, South Sudan, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. In terms of trade, the traditional focus on large international trading blocks and fostering trade from Africa to these blocks, has meant less attention has been paid to developing regional trade, which is thought to have great potentia l and consequently is a key focus of the program. Some of the most pressing issues facing regional fisheries trade relate to trade barriers in both regional and domestic markets. Average import tariffs for example between countries in the region are generally much higher than in developed countries and are thought to have weakened intra-regional trade significantly. Non-tariff barriers include challenges with border controls and documentation requirements which reduce competitiveness through inc reased costs to exporters. This document is the products of a regional initiative involving fisheries experts from seven countries: DR Congo, Malawi, Kenya, Tanzania, Uganda, Zambia and Zimbabwe. Based on the core principles of food inspection as well as internationally recognized best practices for safe and wholesome food, the guide promotes the recommendations of the Codex Alimentarius Commission and the UN FAO Code of Conduct for Responsible Fisheries. It provides the necessary administrative and procedural guidelines for the preparation and execution of official controls by Border Fisheries Inspectors and we anticipate it will be an important resource for regional economic communities such as

    The worst desert locust outbreak in decades is underway in the Greater Horn of Africa and Yemen, where tens of thousands of hectares of cropland and pasture have been damaged in Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, the Sudan, Uganda, the United Republic of Tanzania and Yemen, with potentially severe consequences for agriculture-based livelihoods in contexts where food security is already fragile. Highly mobile and capable of stripping an area’s vegetation, even a very small locust swarm can eat the same amount of food in one day as about 35 000 people. Intensive ground and aerial control operations are urgently needed (in addition to diligent surveillance) in order to detect and reduce locust populations, prevent more swarms from forming and avoid the spread to more countries. If swarms continue unhindered, this will have serious implications on crop production in the upcoming main season across the entire region. Efforts must also be made to protect the livelihoods of farmers and livestock holders – ensuring they have the inputs they need to restart production and have access to much-needed cash to meet their immediate food needs. FAO urgently requires USD 231.64 million to support rapid control actions and take measures to prevent a deterioration in the food security situation and safeguard livelihoods.
