Synopsis (short abstract) The UNDP–FAO Climate Action Review (CAR) Tool aims to support adaptation planners' and practitioners' transition from the planning to the implementation stages to accelerate transformative climate action in the agriculture and land-use sectors. To do so, the tool presents a practical, step-by-step approach that users can follow to identify actionable entry points for transformative change in the sector, drawing from adaptation actions included in the nationally determined contributions (NDCs) and National Adaptation Plans (NAPs),among others. The tool is flexible in nature so that it can be easily adapted to country context and the user’s strategic priorities.This user handbook aims to: Provide the background and rationale for agriculture and land-use system transformation within the context of climate change. Outline step-by-step guidance on how to apply the CAR Tool and interpret the results for evidence-based adaptation planning using participatory methods. Present guidance on the formulation of an actionable roadmap for locally relevant NDC/NAP adaptation action programming and resource mobilizations to accelerate transformative climate action in the agriculture and land-use sectors.

The COP28 Food Systems and Agriculture Agenda calls for accelerated food systems, agriculture and climate action and urges governments to align and integrate those actions within national strategies, including Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) amongst others. It is built upon four pillars, covering national leadership, non-state actors, scaling up innovation, and finance as critical enablers to climate-resilient food system transformation. The United Arab Emirates Presidency convened a group of key partners supporting NDC and NAP planning and implementation across a wide range of countries and food and agriculture systems to consolidate existing experiences, learnings and resources for a global audience to accelerate ambitious climate action in food and agriculture systems at large. This task force, including WWF, Global Alliance for the Future of Food, Climate Focus, NDC Partnership, FAO, Alliance of Biodiversity International and CIAT, synthesised all guidance material available and lessons learned on NDC and NAP implementation for food system transformation. The “COP 28 Agriculture, Food and Climate Action Toolkit” developed serves as a key resource for national policymakers and decision-makers aiming to accelerate and align national efforts on climate action and food and agriculture system transformation by (1) providing a summary of priority actions, (2) giving an overview of good examples of NDCs and NAPs in how they integrate agriculture and food system measures, and (3) providing overview of existing initiatives, platforms, and tools that can help governments in developing and implementing agriculture and food system policy measures as part of their NDCs and NAPs.

This guidance has been developed under the Scaling up Climate Ambition on Land Use and Agriculture through Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) (SCALA) programme, which supports decision makers to implement the agriculture priorities of their national climate plans. SCALA recognizes the critical role of the private sector in driving innovation and investment for transformative climate action in agriculture and land-use sectors. This guidance provides practical advice on how to translate climate priorities in the agrifood systems into actionable projects by identifying investment opportunities, understanding barriers and risks, and selecting de-risking tools to attract private sector investment.
