Synopsis (short abstract) This document described a set of precautions to be taken by laboratories working with foot-and-mouth disease (FMD) to avoid an escape of virus, and is regularly updated and adopted at the General Sessions of the EuFMD. This 2025 version was adopted at the May 2025 General Session of the EuFMD.In the 2025 version, "Contingency laboratory" was replaced by "Emergency laboratory", which covers non-continuously working Tier C laboratories established for both FMD outbreaks and other crises. Tier C category II laboratories are FMD emergency laboratories and can in the event of an FMD emergency be part of the contingency plans, as foreseen in Annex XV of Council Directive 2003/85/EC1. FMD emergency laboratories must not work with any infectious FMDV – except for virus that might be present in field samples submitted for FMD diagnosis from the region or country where the laboratory is situated. This means there is no risk of escape unless there is an outbreak in the field – in which case the risk posed by infected holdings by far outweighs any escape risk posed by a laboratory operating according to Tier C. In contrast to the expectations in 2009 and 2013, there is still no fully validated protocol for inactivation of FMD samples on the suspect premises.
