    The Nations accepting this Constitution, being determined to promote the common welfare by furthering separate and collective action on their part for the purpose of: raising levels of nutrition and standards of living of the peoples under their respective jurisdictions; securing improvements in the efficiency of the production and distribution of all food and agricultural products; bettering the condition of rural populations; and thus contributing towards an expanding world economy and ensuring humanity's freedom from hunger; hereby establish the Food and Agriculture Organization of the United Nations, hereinafter referred to as the "Organization", through which the Members will report to one another on the measures taken and the progress achieved in the field of action set forth above.

    Agriculture plays a significant economic and social roles in the economy of the Kingdom of Saudi Arabia through its contribution to Food Security, diversification of Saudi economy, combating desertification and enhancing environmental equilibrium, creating job opportunities for rural people and raising their income and welfare as well as enhancing the rate of growth of the economy. The technical co-operation between FAO and the Ministry of Agriculture has continued since 1950. Since 1981 the Uni lateral Trust Fund Agreement (UTFA) signed between the Ministry of Agriculture and FAO has continued with renewal every 5 years up to the current UTFA 2006 – 2011. The FAO programme, as a development partner to the Ministry of Agriculture, has facilitated policy and institutional development and reforms to improve productivity, optimum use of resources and sustainability of agriculture including capacity building, supporting research orientation into high yielding suitable crop, livestock and fi sh varieties, strengthening land and water management, halting environmental degradation, introducing suitable and cost effective technologies, increasing farmer income and welfare and enhance food security. It includes 14 projects within interrelated agricultural areas and with a total budget of USD 61,730,069.

    The CPF reviews the status of agriculture in Zambia and provides an analysis of sector-specific challenges and opportunities. Suitable areas for FAO intervention are identified and justified in accordance with FAO’s comparative advantages, GRZ priorities, UNDAF outcomes and FAO strategic objectives. It is supported by annexes, including i) CPF alignment with other policy documents and frameworks; ii) a results matrix; and iii) a matrix showing resource requirements. The process of developing CP F involved broad consultations with GRZ and other stakeholders in the agriculture sector including development partners. This process brought out areas of FAO’s comparative advantages which were reviewed to ensure alignment with agriculture sector national priorities.
