Synopsis (short abstract) Adopted by the Twelfth Regular Session of the Commission on Genetic Resources for Food and Agriculture October 2009 (CGRFA-12/09/Report-Appendix C) and amended by the Fourteenth Regular Session of the Commission on Genetic Resources for Food and Agriculture April 2013 (CGRFA-14/13/Report – Appendices G.1 and G.2). The objective of the Funding Strategy is to enhance the availability, transparency, efficiency and effectiveness of the provision of substantial and additional financial resources, and to strengthen international cooperation to support and complement the efforts of developing countries and countries with economies in transition in the implementation of the Global Plan of Action for Animal Genetic Resources (Global Plan of Action). The Funding Strategy aims: • to seek and further mobilize necessary financial resources from all possible sources, including bilateral, regional and multilateral channels; voluntary contributions from countries; foundations, the private sector, non- governmental organizations and other sources; and to continue supporting the programme through the regular programme resources of FAO, to provide timely support for developing countries and countries with economies in transition, to complement their own efforts to implement the Global Plan of Action; and • to strengthen international cooperation to enhance the provision of capacity building, including training and technology transfer for improved management of animal genetic resources, based on country identified needs, with FAO providing technical assistance and facilitating collaboration and partnerships among countries and relevant international organizations and institutions.

La Stratégie de financement a pour buts: • de rechercher et de mobiliser les ressources financières nécessaires auprès de toutes les sources possibles, notamment des instances b ilatérales, régionales et multilatérales; des contributions volontaires auprès des pays, des fondations, du secteur privé, des organisations non gouvernementales et d’autres sources; et de continuer à soutenir le programme par l’intermédiaire des ressources du budget ordinaire de la FAO, afin de fournir un appui opportun aux pays en développement et aux pays en transition et de compléter leurs propres efforts en vue de la mise en oeuvre du Plan d’action mondial; et • de renforcer la coopération internationale pour accroître l’action de renforcement des capacités, notamment la formation et le transfert de technologies pour améliorer la gestion des ressources zoogénétiques sur la base des besoins nationaux identifiés, la FAO assurant l’assistance technique et facilitant la collaboration et le partenariat entre les pays, les organisations internationales compétentes et les institutions.

    Following the decision of the Twenty-eighth Session of the FAO Conference to broaden the mandate of the Commission on Plant Genetic Resources in a stepby- step manner, beginning with Animal Genetic Resources (AnGR), the Conference requested the Director-General to establish an Ad Hoc Group of Experts on Animal Genetic Resources (the Ad Hoc Group) to prepare the future work of the Intergovernmental Technical Working Group on Animal Genetic Resources (ITWG-AnGR) of the Commission on Genetic Resour ces for Food and Agriculture (CGRFA). The Ad Hoc Group was to report to the Director-General, who would bring its recommendations, as appropriate, to the attention of the Fourteenth Session of the Committee on Agriculture (COAG) (Rome, 7-11 April 1997) and subsequently to the CGRFA at its Seventh Session (15-23 May 1997). At the request of the Conference, the One-hundred-and-tenth Session of Council prepared interim terms of reference and statutes for the CGRFA which provide for the establishm ent and set out the purposes of the Intergovernmental Technical Sectoral Working Groups (Resolution CL 1/110). The Ad Hoc Group discussed and agreed Terms of Reference in the light of C 95/REP, paragraph 67. The Ad Hoc Group met in Rome, 7-9 January 1997, under the Chairmanship of Dr. Adel Aboul-Naga. Its members are given in Appendix 1.
