Synopsis (short abstract) The Adaptation Fund is a multilateral instrument launched in 2007 to finance concrete climate change adaptation projects and programs. AF aims at “enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change” at a national and regional scale through the country and community-driven initiatives. Since 2018, FAO’s Regional Office for Europe and Central Asia (REU) in the framework of Regional Initiative 3: Managing natural resources sustainably and preserving biodiversity in a changing climate has positioned as an important role player in the region in terms of providing support and accelerating countries’ capacities to access climate finance. In this context, climate-financing mechanisms such as the Global Environment Facility (GEF), the Green Climate Fund (GCF), and the Adaptation Fund (AF) have been established specifically to assist middle-income countries in mitigating and adapting to the effects of climate change. With such experience and accreditation as Multilateral Implementing Entity, FAO can support the countries of the ECA Region to benefit from AF to build climate resilience, and to reach their climate change adaptation goals indicated in their Nationally Determined Contributions (NDCs). Adaptation Fund brings several new opportunities since the funds are still available in many countries of the Region, therefore the aim of this leaflet to introduce this possibility and provide support for the countries to apply for it.

    The main objective of this report is to provide a regional synthesis of the current climate change mitigation and adaptation commitments in the agriculture sectors of the Southern Europe, Eastern Europe and Central Asia (SEECA) region, as set forth in the Nationally Determined Contributions (NDCs), and to identify opportunities for enhancing mitigation and adaptation ambitions, capturing their synergies and leveraging climate finance and international support options in the region. This analysis builds on FAO’s previous regional analysis and enhances its methodology and findings. It aims to guide FAO – and policy makers and practitioners in the region – committed to providing the country support required for accelerating progress on and scaling up NDCs in the agriculture sectors, and ensuring that future commitments are clear, quantifiable, comparable, transparent and ambitious.

    Climate Finance Toolkit for Europe and Central Asia 2021

    This Climate Finance toolkit was prepared by the Regional Office for Europe and Central Asia of the Food and Agriculture Organization of the United Nations, jointly with the United Nations Environment Programme Regional Office for Europe and Central Asia, as part of the efforts both organizations systematically conduct to support countries to access scaled-up sources of climate finance. This document aims at compiling relevant and up to date information on different sources of climate finance, through which countries in Europe and Central Asia could identify opportunities to finance their objectives and goals defined in the Nationally Determined Contribution (NDC) submitted to the United Nations Convention on Climate Change (UNFCCC). In this sense, it includes information on the overarching architecture for climate financing at global level and the key conceptual framework related to climate finance and provides detailed briefs for the most relevant sources of finance with operations in this region.

    This publication has the objective of providing a comprehensive analysis of the key trends in greenhouse gas (GHG) emissions and vulnerability to climate change in the Europe and Central Asia (ECA) region, compiling the most relevant efforts and progress reported by countries in the implementation of mitigation and adaptation goals and measures in recent years. Considering the areas of the FAO mandate, this document aims to provide information with relevance for the agricultural, and land use, land-use change, and forestry (LULUCF) sectors as key contributors to country gross domestic product (GDP) and one of the most vulnerable areas of economic activity to the impacts of climate change. This policy analysis report consists of three main sections that consider the levels of economic development, as well as diverse geopolitical contexts, in the region. To reflect this diversity of country realities, the information is structured and presented by sub-regions, including the Caucasus, Central Asia, (European part of) the Commonwealth of the Independent States and Ukraine 2 (hereinafter referred to as CIS), EU27+UK, 3 European Free Trade Association (EFTA), and Southeastern Europe (SEE).
