Synopsis (short abstract) The first CCLME Project Steering Committee meeting held in Dakar on 4 November 2010 decided the creation of six technical working groupsto set up the Transboundary Diagnosis Analysis Development Process and the elaboration of a Strategic Action Plan (SAP) of the CCLME project. The terms of reference of the “Biodiversity, Habitat and Water Quality”, as well as that of the other working groups, were also adopted during that meeting. For the composition of this working group, the Regional Coordinat ing Unit (RCU) contacted all the countries for the designation of their representatives. The meeting aimed to produce regional reports on data and information on biodiversity, habitat and water quality with emphasis on political and economic shortcomings in the area of their protection but also to make a compilation of data on pollution and health ecosystem in CCLME countries. A summary report will be made on the basis of national reports presented by country representatives.

    The second meeting of Biodiversity, Habitat and Water Quality, subject of this report, was organized in Banjul (The Gambia) from 12 to 14 March 2013. All representatives of the countries (except from Morocco) as well as the RCU URC and the project partners were able to participate. The meeting was organized under the theme "CCLME Coastal and marine habitats: a major challenge for a Large Marine Ecosystem." It aimed to contribute to the development of the Transboundary Diagnostic Analysis (TDA) a nd initiate a process to lead to the preparation of a management and monitoring of critical habitats plan in the region. This activity of identification and location of the various coastal and marine habitats has allowed the Spanish Institute of Oceanography (IEO) to begin the mapping of habitats and biodiversity in the CCLME region. All the country representatives and partners attending the meeting produced communications related to the theme. This demonstrated the great diversity of habitats b oth coastal and marine that characterize this ecosystem and explain its high productivity, one of the largest in the LME world. Particular emphasis was placed on mangroves through the progress of the CCLME project of demonstration No. 5 where works on the rehabilitation of mangroves have been made in Guinea Bissau and The Gambia, the majority of field studies has also been implemented. The Mangrove charter developed in the framework of the West African Regional Marine and Coastal Conservation Pa rtnership (PRCM) for the West African sub-region and its origins have also been the subject of a communication. The spatial tool developed for the region by the UNEP World Conservation Monitoring Centre (WCMC) and the scope of which is to show and to follow the spatial and temporal distribution was detailed with all the features and services that it could offer. Ownership by the partners in the region will be made by the completion of an internship to benefit the partners supposed to use it, esp ecially Wetlands International and the International Union for Conservation of Nature.

    Cette troisième réunion du groupe de travail Biodiversité, Habitat et Qualité de l’Eau a été ouverte conjointement par M. Birane Sambe, coordinateur régional du projet CCLME et M. Abou Bamba, secrétaire de la Convention d’Abidjan. M. Sambe a remercié l’ensemble des participants d’avoir effectué le déplacement. Selon lui, l’épidémie d’Ebola a causé beaucoup de perturbations de part le monde. C’est pourquoi, la réunion qui était prévue au Cap Vert n’a pu s’y tenir à cause de restrictions imposé pa r ce pays aux frontières. Il a déploré l’absence de la Guinée Bissau et du Cap Vert. M. Bamba a de son côté souhaité, au nom du PNUE, la bienvenue à tous les participants. Il s’est excusé des erreurs survenues dans l’organisation de cette réunion. Il a invité tous les membres du GT BHQE présents à faire des commentaires aux cinq importants documents qui seront analysés au cours de ces 3 journées réunion.

    Le littoral maritime des pays de l‟espace du programme CCLME est le siège d‟une grande diversité écologique et biologique. Cette zone caractérisée par des upwellings intense renferme une impressionnante biodiversité supportant de nombreuses ressources halieutiques démersales, pélagiques et benthiques. On y dénombre plusieurs espèces emblématiques (cétacés dont phoque moine, lamantin) et menacées (tortues, raies et requins). Ces espèces utilisent des habitats aussi divers que variés allant des ma ngroves, aux herbiers en passant les vasières et les estuaires et les récifs coralliens et canyons sous marins.
