    This report presents the results of a second multi-stakeholder consultation on the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB), where 41 participants from government, the private sector, academe, and international agencies and donors took stock of the drivers of aquatic animal disease emergence and shared experiences in dealing with aquaculture biosecurity challenges. The four stages of the PMP/AB focus on building aquaculture biosecurity capacity through both bottom-up and top-down approaches with strong stakeholder engagement to promote application of risk management at the producer level as part of a national approach. The PMP/AB initiative is not intended to be prescriptive, and it will be possible to achieve the key outcomes through different combinations of activities. It is essential to address all key outcomes to fully complete a stage and progress to the subsequent stage.

    The purpose of this Circular article is to inform national policymakers and other stakeholders of issues related to aquatic organism health and aquaculture biosecurity throughout the aquaculture supply and value chains, and to promote more effective collaboration between stakeholders to minimize risks of disease introduction, transmission, spread and associated production losses. A survey was undertaken to determine country organizational arrangements for managing the health of aquatic organisms and aquaculture biosecurity, including with respect to the direct and indirect impacts of the COVID-19 pandemic. A platform was then developed to inform respective mandates, share experiences and identify areas for collaboration with these matters as a basis for generating recommendations for further development of aquatic organism health and biosecurity systems. This led to the Fish-Vet Dialogue: Exploring Collaboration on Managing Health of Aquatic Organisms, an event organized by FAO and the World Organisation for Animal Health (WOAH), with the support of the Norwegian Agency for Development Cooperation (NORAD) and the Norwegian Veterinary Institute (NVI). Key aspects from the survey and the Fish-Vet Dialogue included: enhancing collaboration by engaging stakeholders and establishing public–private partnerships (PPPs); addressing the wider scope of collaboration, especially the One Health Initiative; scientific collaboration; and transparency in support of biosecurity and trade. Collaboration across government agencies is the minimum requirement, and policies or regulations are unlikely to succeed unless developed together with stakeholders, through PPPs. Trust and transparency are also required at all levels of management to support biosecurity and trade. Furthermore, the One Health approach should be taken to promote regional and international cooperation to improve biosecurity along the aquaculture supply and value chain and reduce the risks of disease outbreaks. Future actions to be taken include continuing the Fish-Vet Dialogue as a regular event to raise awareness, share experiences and generate collaborative actions to support a sustainable global aquaculture industry.

    Progressive Management Pathway for Terrestrial Animal Biosecurity (FAO-PMP-TAB) 2023
    FAO defines biosecurity as a strategic and integrated approach to analyzing and managing risks to human, animal and plant life and health, and associated environmental risks to the environment. Strengthening biosecurity is one of the key thematic components of the One Health priority programme area, which seeks to prevent and contain the rising losses to agricultural production and adverse ecosystem effects, under the FAO Strategic Framework’s aspiration of “Better Production”. The FAO Progressive Management Pathway for Terrestrial Animal Biosecurity (FAO-PMP-TAB) is a collaborative, stepwise approach to assist countries, industries and producers in assessing and managing biological risks at enterprise, community and national levels. It is supported by the provision of appropriate tools with shared public-private responsibilities; planning of policies, laws, regulations, institutional frameworks, guidelines and field interventions. Biosecurity is improved along terrestrial animal value chains from production up to and including the point of slaughter. Activities are developed and implemented through public-private partnerships and dialogue between different stakeholders, including governments, industry, producers and other value chain actors. Ultimately, a better and sustainable biosecurity system will contribute to enhanced community resilience, sustainable terrestrial animal sector(s) and One Health outcomes.
