Synopsis (short abstract) The Third Meeting of Regional Fishery Bodies (RFBs) was held at FAO Headquarters, Rome, on 3 and 4 March 2003. The Meeting reviewed the decisions of the Twenty-Fifth Session of the Committee on Fisheries (COFI) of relevance to Regional Fishery Bodies and FAO Fisheries Circular No.985 containing summary information about RFBs. The Meeting discussed external factors affecting the management of fisheries, the status of partnerships between RFBs and FAO to develop the Fisheries Resources Monitorin g System (FIRMS), implications for RFBs from the World Summit on Sustainable Development (WSSD), approaches to incorporate ecosystem considerations into fisheries management by RFBs, relations between RFBs and the United Nations Environment Programme (UNEP) and private sector involvement in the work of RFBs. The Meeting reached a number of conclusions regarding matters meriting the attention of RFBs, governments and FAO.

    The Third Ad Hoc Meeting of Intergovernmental Organizations on Work Programmes Related to Subsidies in Fisheries took place at FAO headquarters from 23 to 25 July 2003. Representatives from the Asia-Pacific Economic Cooperation Council, the Association of Southeast-Asian Nations, the Caribbean Community Secretariat, the Food and Agriculture Organization of the United Nations, the Organisation for Economic Co-operation and Development, the Permanent Commission for the South Pacific, the United Na tions Environment Programme, the World Trade Organization and three invited experts attended the meeting. The agenda contained two main items: (i) presentation and discussion of current work programmes on subsidies in fisheries and (ii) presentation and discussion of methodologies used by participating organizations to establish the effects and impacts of subsidies. Under this point, FAO presented its work programme related to fisheries subsidies. There was a general agreement that the proposed work constituted a very important first step in the analysis of historical impacts of fisheries subsidies in individual fisheries.

    The Second Meeting of FAO and Non-FAO Regional Fishery Bodies (RFBs) or Arrangements was held at FAO Headquarters, Rome, on 20 and 21 February 2001. Representatives from 24 bodies participated. The agenda had four main items: some external factors that may impact on the work of RFBs and fisheries management; indicators to assess the performance of RFBs; cooperation in global status and trends reporting in fisheries; and a review of some emerging issues in fisheries. The Meeting acknowledged in p rinciple the need to develop performance indicators and related guidelines; saw merit in the concept of an international plan of action (IPOA) on status and trends reporting in fisheries; expressed support for the draft IPOA on illegal, unreported and unregulated (IUU) fishing; and stressed the need for both effective criteria and process in making decisions on listing and delisting in CITES and emphasized the need for inclusion of appropriate scientific evaluation in the process. The Meeting ag reed that closer collaboration between RFBs and the Regional Seas Convention Bodies (RSCs) was essential.
