    "The FAO methodology to measure progress towards the achievement of SDG targets and goals" aims to provide a comprehensive and unified description of the progress assessment methodology used by FAO, and to serve as a tool to support the interpretation and understanding of the results published in two FAO publications: "Tracking progress on food and agriculture-related SDG indicators to monitor the progress of food- and agriculture-related SDG indicators" and "FAO and the Sustainable Development Goals". Additionally, it can support the interpretation of the progress assessment visualizations disseminated through the SDG Indicators Data Portal and on the SDG module of the Country Profile Tool.

    The Food and Agriculture Organization of the United Nations (FAO) is fully committed to support countries’ efforts to monitor the 2030 Agenda, in particular the 21 Sustainable Development Goal (SDG) indicators under its custodianship. Seven years into the implementation of the 2030 Agenda for Sustainable Development, assessing whether and when the SDG targets and goals will be achieved, while leaving no one behind, is becoming a pressing need. The Office of Chief Statistician of FAO has devoted great efforts to develop and implement a standardized and sound statistical methodology to assess the current status and progress towards the SDG targets and goals. The proposed approach is used to produce FAO’s annual report “Tracking progress on food and agriculture-related SDG indicators”, which includes a statistical progress assessment and a statistical technical annex. FAO’s methodology was adopted for the production of the Global SDG Progress Chart, harmonizing the progress assessment approaches proposed by different international organizations. FAO can support countries in adopting the proposed methodology to monitor SDG progress at the national and sub-national level, and in preparing Voluntary National Reviews, including a statistical analysis of the current status and progress towards the SDG targets and goals.

    This paper presents a new methodological approach aimed at measuring progress towards sustainable agriculture in countries and across agri-food systems typologies, by measuring socio-economic and environmental dimensions with available national statistics, with sixteen indicators defined and constructed from FAOSTAT data. A trend analysis is carried out at country level over the time series 1961-2018, with country results aggregated by four agri-food systems typologies: traditional; land-intensive and capital-intensive mixed systems; and modern food systems. The analysis provides a novel framework for the analysis of progress in achieving sustainable agriculture by country and agri-food system type, that can be implemented effectively and allows for exploring solutions across development pathways.

    The objective of this technical paper is to consider how agricultural cooperatives in developing and transitional economies can help reduce adverse environmental, social and development impacts in global agricultural value chains (GVCs), including through risk-based due diligence. As an increasing number of governments begin to advance new or more stringent corporate sustainability and due diligence regulations, this paper assesses how agricultural cooperatives in developing contexts can adapt their training and extension services to help members, including smallholder farmers, meet the changing market needs on responsible agricultural production and sourcing. By implementing key recommendations from the OECD-FAO Guidance for Responsible Agricultural Supply Chains and it’s five-step framework for risk-based due diligence, cooperatives can demonstrate their compliance with government-backed standards on responsible business conduct (RBC) and increase their competitiveness as a responsible supplier in GVCs. For downstream companies, this brief highlights the risks, challenges and opportunities smallholder producers and their cooperatives may face to meet buyer food quality, safety and sustainable production requirements. Further, governments and other actors, such as non-governmental organizations, may find this paper useful in considering how agricultural trade and development policies can better support cooperatives in meeting downstream responsible sourcing requirements.
