Synopsis (short abstract) Freshwater wetlands in Lao People’s Democratic Republic are regionally and globally highly vulnerable to development pressures, land use encroachment and excessive natural resource exploitation, becoming most valuable under climate change impact, as they are disappearing quickly and are rated as one of the most highly threatened natural ecosystems. By addressing critical capacity gaps in knowledge, planning, governance and on-ground implementation to strengthen climate resilience of the wetlands and dependent communities, the project was designed to contributed to climate risk and resilient wetlands management. It assisted livelihoods diversification and increased food security and incomes while reducing climate and natural disaster risks and the impacts of environmental, ecological and natural resource over-use.

    In the Lao People's Democratic Republic, 80 percent of the rural population are subsistence farmers. Stronger agriculture systems are essential for the country to attain food and nutrition security, reduce poverty, and achieve the government’s vision of a developing country of upper-middle income with innovative, green and sustainable economic growth by 2030. The country’s agriculture sector is exposed to multiple risks: climatic, biological and economic. Flood, drought and storm are the most prevalent natural hazards, and are expected to become more intense and more frequent with climate change. Vulnerability of agriculture systems in the country is driven by a number of factors, including geographically scattered production due to the country’s topography and weak linkages to urban populations and regional markets; and a heavy dependency of the population on agriculture and natural resources as a source of employment, income and food, among others. Against this background, the project sought to enhance resilience to climate-related disasters and environmental sustainability of agriculture systems and livelihoods in three districts of Attapeu Province, one of the most marginalized and remote provinces in the country.

    Mali is currently facing many challenges due to climate change that is significantly affecting all communities in the country, and agricultural producers in particular. In order to meet these climate challenges, the project aimed at building the capacities of agro-pastoralists in the Banamba, Kita and Niono districts to help them cope with climate change. With the exception of gender, the project strategy is sound and it reached the objective to boost the capacity of Mali's agro-pastoral activities to cope with climate change. A functional interactive community chat created by the project, as well as the Village Savings and Loan Associations set-up, are some of the elements that strengthen the resilience of agro-pastoralists and render project achievements more sustainable.

    This project supports communities in wetland areas of the Lao People’s Democratic Republic in efforts to reduce pressure on wetlands area, improve management and stewardship and diversify livelihoods. The project outcomes were consistent with national policies and plans, and it was successful in a range of wetland conservation efforts. Evidence-based planning and mainstreaming of climate change adaptation, disaster risk management and wetland conservation has been conducted in regular planning exercises, training of government staff and participating communities. RAMSAR site steering committees have been established. A major threat continues to be encroachment of wetlands for rice cultivation and use of chemical fertilizer and pesticides in rice fields.
