    L'évaluation vise à contribuer à l'apprentissage à l'échelle de l'organisation en tirant les leçons des projets de résilience de financement pluriannuel mis en œuvre au Sahel et au Cameroun et en faisant des recommandations pour la programmation future. La FAO est intervenue dans ces pays pour renforcer la résilience des ménages vulnérables touchés par la crise au Sahel en promouvant des moyens de subsistance durables. L'évaluation a révélé que les projets ont contribué à une amélioration de la production animale et agricole et renforcé la cohésion sociale entre les différentes communautés. L'évaluation a également révélé qu'un mécanisme de financement pluriannuel est flexible et permet une transition d'une approche humanitaire à une approche de développement s'il est utilisé efficacement. Dans sa programmation future, la FAO devrait promouvoir une approche intégrée, ciblant les mêmes bénéficiaires, leur permettant de s'engager dans des activités productives et une gestion durable des ressources naturelles. Dans les contextes fragiles et d'urgence, la FAO devrait adapter ses outils et procédures pour plus de flexibilité et de gestion adaptative.

    More than 20 million people in the Sahel Region suffer from food insecurity. Without knowledge and data to understand the current situation, interventions are difficult to design and risk being ineffective. In recent years, the proliferation of food security indicators has created further challenges and, as a result, policymakers and development partners struggle to adequately target where and how to intervene. Therefore, this project aimed to improve food security monitoring by training staff within national institutions in Burkina Faso, Chad, Mali, Mauritania and the Niger to derive and analyse food security indicators using household food consumption survey data and increase the effectiveness of policies to reduce food insecurity.

    There are numerous risks to the sustainability and stability of Indonesia’s farming system, food production system, supply chains, and ecosystems. The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference.This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations.Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.

    The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.
