Recomendaciones político-técnicas para el mejoramiento de los sistemas de ATER, con perspectiva de inclusión de género, en los países de América Latina y Caribe

Abstract

This document presents the concepts used in an integrative analysis of case studies in Guatemala, Jamaica, Paraguay, Peru and Brazil within the framework of systems Technical Assistance and Rural Extension (ATER), and a set of recommendations aimed at improving such services for family farmers in Latin American countries, including in them a gender perspective. The developed work was based on studies from a common agenda established in 2013 by the Brazilian government, the United Nations Educati onal Units for Food and Agriculture (FAO) and the Economic Commission for Latin America and the Caribbean (ECLAC ). These institutions, motivated by the possible realization of the XII Regional Conference on Women in Latin America and the Caribbean in October 2013 in Santo Domingo, and the International Year of Family Farming in 2014, prompted a regional debate on policies to rural women in Latin America and the Caribbean. Among the priorities, the need for an analysis of the current situation ( 2015) for gender mainstreaming in ATER systems in the countries of the region said. The product generated consists of: i) a literature review, which provided some concepts and fundamentals that guided the analysis and recommendations presented; ii) integrative analysis of the cases studied; and iii) a list of recommendations for technical and political, systematized from the analysis of the reported cases concerning Brazil, Peru, Guatemala, Paraguay and Jamaica.
