Synopsis (short abstract) The twenty-second session of the Conference of the Parties (COP 22), the twelfth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 12), and the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 1), were held in Bab Ighli, Marrakech, Morocco, from 7-18 November 2016. The Conference showed how the world is making progress for the implementation of the Paris Agreement, and how the constructive spirit of multilateral cooperation on climate change continues. Governments have set until 2018 to complete the Paris Agreement application standards, in order to ensure trust, cooperation and success in the upcoming years and decades. The agreement adopted at COP21 came into force on November 4, 2016, and, this way, countries have ratified their commitment to struggle to keep the increase in global temperature below 2 degrees centigrade and to achieve an economy free from greenhouse gas (GHG) emissions until the second half of this century. Within this context of challenges and considering the principles, provisions and structures of the United Nations Framework Convention on Climate Change (UNFCCC), the countries have filed documents on their Intended Nationally Determined Contributions (INDC). This analysis and systematization study examines the INDC documents from 32 Latin America and Caribbean (LAC) States.

    The purpose of this analysis is to present an overview of the status of agrifood systems in NDCs, as well as provide insights into the extent to which NDCs are contributing to the climate-resilient and low-emissions agrifood system transformations needed to achieve the Paris Agreement. It provides an overview of the major climate-related risks and greenhouse gas hot spots in agrifood systems, and it synthesizes the main climate change adaptation and mitigation strategies being set forth in the nationally determined contributions to address them. It also takes stock of the underpinning governance, knowledge and capacity and finance needs articulated to enable climate action in agrifood systems. Lastly, it highlights mitigation, adaptation and climate finance ambition gaps in agrifood systems to inform enhanced ambition, action and support.

    This report provides a unique, sector-specific synthesis of the nationally determined contributions (NDCs) submitted by countries in sub-Saharan Africa. It summarizes the substantial contributions already put forward by countries, opportunities for further action, and the gaps, barriers, and needs that will need to be addressed if the agriculture and land-use sectors in sub-Saharan Africa are to raise mitigation and adaptation ambitions. The findings of this report will help FAO Members to reflect on their progress in advancing toward NDC implementation of their agriculture and land-use priorities, as well as illustrate potential areas for enhancing mitigation and adaptation ambition in future NDCs. The analysis also helps to clarify the links between the NDCs from the region and the 2030 Agenda and the Sendai Framework for Disaster Risk Reduction (SFDRR). Finally, the report serves as a guide to FAO, and other organizations in the region, to design targeted, evidenced-based support programmes that support Member Countries to fill current implementation gaps and scale up climate action in the agriculture and land-use sectors.

    Under the Paris Agreement on climate change, all parties are required to define and communicate their “nationally determined contributions” (NDCs), the efforts that they plan to undertake to reduce national greenhouse gas emissions and adapt to the impacts of climate change. To ensure they are sufficiently ambitious, the targets and commitments set out by countries in 2015 need updating every five years. This project represented FAO’s response to specific countries’ requests for support to conduct the first revision of NDCs in 2020. The overarching objective was to improve countries’ strategies and tools to reduce their emissions and improve adaptation in the agriculture, forestry and other land use (AFOLU) sector, addressing existing gaps in AFOLU components and resulting in more ambitious commitments and strategies.
