Synopsis (short abstract) The eleventh Session of the Coordinating Working Party on Atlantic Fishery Statistics (CWP) proposed that a Handbook of Fishery statistics should be compiled in which the essential elements of these documents should be brought together. The Handbook was developed to indicate the principles applied by the international agencies in the Atlantic. There has been no attempt to include details of national systems, many of which, having been developed for specific national purposes, differ from those u sed internationally. Authorities considering introducing or revising national statistical systems are requested to ensure that the system developed incorporates a high degree of compatibility with the international standards.

    The eleventh Session of the Coordinating Working Party on Atlantic Fishery Statistics (CWP), conscious of the fact that source and reference documents related to the concepts and definitions used in fishery statistics are widely dispersed and not always readily available, proposed in 1982 that a “Handbook of Fishery Statistics” should be brought together. The content of the present publication, renamed “CWP Handbook of Fishery Statistical Standards”, is largely based on the 1990 edition but in a ddition to extensive revisions concerning CWP memberships, and relevant modifications to commissions’ statistical work, has been expanded to cover descriptions of the existing major fishing areas in the Atlantic, Indian, Pacific and Antarctic Oceans, and presents also eight new Sections on fishery related subjects. The CWP Handbook now covers all the intended range of fishery statistical concepts, definitions and classifications.

    The Report of the Sixteenth Session of the Coordinating Working Party on Atlantic Fishery Statistics (CWP) held Madrid, Spain, 20-25 March 1995, is presented. Three major topics were considered. The first concerned the future role of the CWP following its reconstitution and the adoption of new statutes and rules of procedure. The second major topic concerned international initiatives of relevance to the CWP, including (a) a follow-up to the Ad-hoe Consultation on the Role of Regional Fishery Age ncies in Relation to High Seas Fishery Statistics (La Jolla, USA, 13-16 December 1993); (b) the UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks; (c) the Agreement to Promote Compliance with Internationally Agreed Conservation and Management Measures by Fishing Vessels on the High Seas; and (d) the Code of Conduct for Responsible Fisheries. The third major topic concerned the improvement of the reliability of fishery statistics, including consideration of the consequences and extent of the problem of non-reporting and mis-reporting. Other topics considered included a review of recommendations from the Fifteenth Session of CWP; modifications to programmes in relation to fishery statistics; exchange of national fishery statistics on electronic media; modifications to ST ATLANT questionnaires; discrepancies among agency databases; bycatch and discard data; recreational and subsistence fishery statistics; fleet statistics; aquaculture statistics; conversion factors; the Handbook (4· Fishery Statistics; country and nationality issues; and economic statistics. Seventeen recommendations were agreed.
