Synopsis (short abstract) Aquaculture governance is the set of processes by which a jurisdiction manages its resources with respect to aquaculture, its stakeholders participate in making and implementing decisions affecting the sector, government personnel are accountable to the aquaculture community and other stakeholders, and the respect of the rule of law is applied and enforced. Good governance of aquaculture is a necessary condition for the sector to fully realize its potential for growth. Good governance will also ensure order and sustainability of this growth. The technical guidelines on “aquaculture governance in Africa” have been produced to support the implementation of Article 9 of the Code of Conduct for Responsible Fisheries on aquaculture development. These guidelines cover the establishment and implementation of good governance in aquaculture in the African geographical context. In addition to principles of good aquaculture governance (effectiveness and efficiency, equity, accountability and pred ictability of the law), these technical guidelines include suggestions/recommendations for the aquaculture sector; its administration, its legal and regulatory framework, licence policies and non-state participation in decision making and implementation.

    This is the report of the Seventh Asia-Pacific Fishery Commission (APFIC) Regional Consultative Forum Meeting (RCFM) on Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture. The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.

    This is a weighty report of formidable bulk and understandably so. Rarely has a Workshop in Bangladesh or anywhere else been so comprehensive in mandate or assembled such an array of fisheries expertise. Why was the workshop held? Quite simply, to give effect to Bangladesh's vision of fisheries development and management, set forth in its Perspective Development Plan for 1995-2010. That plan seeks to increase production of fish, manage and conserve fisheries resources for present and futur e generations, encourage private enterprise, increase overall economic growth, and generate employment and incomes, particularly for the rural poor and unemployed youth. These are comprehensive goals, and call for clear guidelines and strategies to address the problems and concerns of fisheries. The National Workshop on Fisheries Resources Development and Management, in Bangladesh, held 29 October-1 November, 1995, in Dhaka, sought to evolve such guidelines and strategies. The Worksh op's recommendations are wide-ranging. They relate to the management of inland fisheries, brackishwater and marine fisheries resources; the management needs of freshwater, marine and brackishwater aquaculture; integrated management of land and water; financing of all these sectors; the legal framework for fishing community development and management; the marketing of fish and fish products. In sum, the Workshop (sponsored jointly by the FAO through BOBP, and the ODA) left nothing uncovered or untouched. The report of this Workshop should therefore be a valuable document - for research and reference, and for the needs of everyone who is concerned with fisheries development and management in Bangladesh.
