Synopsis (short abstract) Drought has direct or indirect impacts on all aspects of society, the environment and the economy. This multifaceted nature has implications for managing drought events, particularly in coordinating mitigation efforts. Institutional coordination and communication are vital for drought management as they enable effective collaboration among government agencies, stakeholders and communities. Coordinated efforts facilitate the sharing of information, expertise and resources, leading to more robust risk assessments and drought management plans, improved community engagement, more timely response, and better preparedness for drought events. The report is prepared by the Food and Agriculture Organization of the United Nations (FAO), the Global Water Partnership (GWP), and the World Meteorological Organization (WMO) under the framework of the project “Enabling Activities for Implementing UNCCD COP Drought Decisions” funded by the Global Environment Facility (GEF) and implemented in collaboration with the United Nations Convention to Combat Desertification (UNCCD) and other partners.

    A training programme around the National Plan of Action for Small-Scale Fisheries (NPOASSF) has been developed to support these processes at national level. This guide for trainers was developed to be used along with the rest of trainings materials on how to to develop and implement an NPOA-SSF. NPOA-SSF processes are unique in their kind because they ensure that the voices and concerns of small-scale fisheries are heard and allow them to actively participate in decision-making processes that shape their lives and livelihoods. In doing so, implementing an NPOA-SSF is an effective way to align legal frameworks with the provisions of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). These Guidelines unite social development with responsible fisheries, hence addressing the marginalization and vulnerability present in the sector, promoting a human rights-based approach.

    A multi-criteria assessment framework for national drought planning 2022

    The increasingly frequent and severe droughts prompted the global community to adopt more proactive and integrated approaches to reduce or neutralize the impacts. The paradigm shift called for an improved planning mechanism that puts emphasis on strengthening preparedness. In support of this process, the Drought Initiative, called by the Conference of Parties (COP) of the United Nations Convention to Combat Desertification (UNCCD), rolled out its programme on drought planning at national level. Showing the strong interest, 70 countries have already joined the programme to prepare their national drought plan. The development of a multi-criteria assessment for the review of the plans is a necessary step to enable the implementation. This publication contributes to this overall goal from multiple objectives, including the presentation of a replicable framework to conduct regular reviews, the analysis of the submitted plans to identify the potential for further enhancements, the provision of recommendations on the options of enhancements, and the demonstration of case studies with successful planning methods to facilitate the global knowledge-sharing.
