Synopsis (short abstract) One of the major functions of the CIFA Sub-Committee for Lake Tanganyika, which was established in 1977, is to facilitate the regional development of Lake Tanganyika fisheries. Recognition of the need to strengthen regional integration of fisheries management effort led to the establishment of the Lake Tanganyika Research Project (LTR) in the early nineties. Primary LTR objectives are to expand scientific understanding of fish production dynamics in the Lake and use that knowledge basi s to develop a common regional approach to the management of its fisheries resources and prepare a regional fisheries management plan. Establishment of a regional institutional structure to advise and coordinate national governments’ actions in the implementation of the regional fisheries management plan was simultaneously envisioned and led to the identification of appropriate institutional options (section 5). Cooperation on the lake faces serious obstacles. The lake is divided int o four unequal national sectors (Tanzania 41%, DRC 45%, Burundi 8% and Zambia 6%) between countries that generally lack strong traditions of cooperation, have differing priorities for fisheries development and do not share a common legal heritage. In addition the general political climate, which prevails in the region since the early nineties, further complicates the conclusion of an agreement of cooperation between the four lacustrine States....
