Synopsis (short abstract) Many African countries have economies strongly dominated by the agricultural sector and in some this generates a significant proportion of the gross domestic product. It provides employment for the majority of Africa’s people, but investment in the sector remains low. One of the keys to successful development in Asia and Latin America has been mechanization. By contrast, the use of tractors in sub-Saharan Africa (SSA) has actually declined over the past fourty years and, compared with other wo rld regions, their use in SSA today remains very limited. It is now clear that unless some positive remedial action is taken, the situation can only worsen. In most African countries there will be more urban dwellers than rural ones in the course of the next two to three decades. It is critical to ensure food security for the entire population but feeding the increasing urban population cannot be assured by an agricultural system that is largely dominated by hand tool technology. In order to r edress the situation, FAO, UNIDO and many African experts are convinced that support is urgently needed for renewed investment in mechanization. Furthermore, mechanization is inextricably linked with agro-industrialization, and there is a need to clarify the priorities in the context of a broader agro-industrial development strategy. This must, however, be done in the right way, taking into account critical factors for success and sustainability. This issue and others were addressed at a thre e-day Round Table Meeting of experts that was convened in Arusha, Tanzania, in June 2009 with the intention of providing guidance on the key strategies and good practices for maximizing the benefits and sustainability of investments in agricultural mechanization in Africa. This report summarizes the deliberations of this Round Table Meeting.

    In the last 50 years, few economies have been able to overcome the challenges of development and become truly competitive. In those few cases, there are concrete indications that industrial development, including agro-industrial development, has played a key role. Agricultural mechanization is part of agro-industrial development, and it has either stagnated or retrogressed in many countries of sub-Saharan Africa (SSA).     This publication discusses the role information and communications technology (ICT) plays in agricultural mechanization, which has the potential to transform and improve smallholder agriculture in sub-Saharan Africa. Although mechanization levels tend to be low in African countries, there is still evidence of demand for mechanization services from smallholder farmers, especially tractor hire services. Where such demand exists, tractor owners have formed private hiring markets to provide the required services. The main challenge is related to high transaction costs – incurred by farmers due to information distortion concerning the availability of tractor hire services and how to access them, and by tractor owners due to the difficulties locating farmers in need of their services and aggregating demand over distant, scattered, smallholder farm plots. The use of ICT tools in tractor hire services may help solve some of these challenges. In recent years, many start-ups and companies have begun applying an ICT approach with the creation of a smart tractor network accessible via Short Message Services (SMS) or mobile phone applications, either directly or indirectly. This paper seeks to identify the benefits and challenges of such approaches by examining three ICT-based models in different African countries (Hello Tractor in Nigeria, Tinga Rentals Store in Kenya and TROTRO Tractor in Ghana).

    Review of and recommendations for Custom Hiring Centers for mechanization in Nepal and the Asian region 2021

    This document serves as a review of mechanization Custom Hiring Centers (CHCs) in the Federal Democratic Republic of Nepal (Nepal) and the Asian region and presents a set of recommendations for their sustainable management. The report begins with a brief historical background of Custom Hiring Centers (CHCs) and current perspectives by academics, donors, and policy planners. It attempts a critical analysis of CHC performances in Nepal and the region to understand better their efficacy. Next, the report reviews India and China’s efforts in establishing CHCs. Over the last decade, these two countries have put enormous resources and time into establishing CHCs. Still, based on the current study's findings, there has been minimal reliable reporting or evidence on the success of their efforts. Yet, there is very good reason to believe that with refined backstopping and informed selection, CHCs can be successfully used to provide mechanization access for underserved geographical areas and their communities. The last section proposes a plan of action to improve Nepal's CHCs. There are recommendations, observations and considerations for policy and agricultural development professionals and the existing CHC's management committees (MCs) around establishing and/or the improving CHCs and their management. In summary, this preliminary document establishes a need for additional programming and training that support the many existing CHCs. Further, it highlights the necessity to support multiple comparative research that can quickly investigate the current situation of the hire services sector for agricultural machinery.
