The Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas (The Compliance Agreement), aims to enhance the role of flag States and ensure that a State strengthens its control over its vessels to ensure compliance with international conservation and management measures. It notes the special responsibility of flag States to ensure that none of their vessels are fishing on the high seas unless authorized, and that they can effectively exercise their responsibilities to ensure their vessels comply with international measures. Six comprehensive case studies of three resource-holding countries or regions (Ghana, Namibia and the Pacific Island Countries and Territories (PICT)), and three resource‑seeking countries or regions (Japan, the European Union and China) are examined. This summary report is part of an ad hoc study on fisheries access arrangements and does not include details already referred to in the summary of the 2022 report. -

Some of the data produced within the framework of the preparation IHH study are now made available in the format of seven excel files covering the following domains analyzed within the different chapters of the IHH study.
