Synopsis (short abstract) The first meeting of the GCC-FMD was organized virtually under the umbrella of the GF-TADs, by its FMD Working Group (WG), during 22-23 September 2021. The participants included representatives of 13 GCC-FMD Standing Member organizations, 10 Observers, representatives from the FAO and OIE regional offices, the representatives from FAO/OIE regional Reference Centres, the head of the FAO/OIE World Reference Laboratory for FMD (WRLFMD, The Pirbright Institute, UK). The FMD-WG, is looking to this committee to guide in the final phase of the implementation of the FAO/OIE Global FMD Control Strategy, through sharing information and experiences, improving the alignment and coordination of regional initiatives with the FAO/OIE Global FMD control strategy and eventually developing a 5-year global FMD action plan. The overall purpose of the GCC-FMD is to: (i) Facilitate the implementation of the Global strategy as it is entering the final phase of its implementation; (ii) Enhance information exchange and coordination at regional level; (iii) Enable replication of success across regions. The Standing members elected the Chair (PANAFTOSA) and Co-chair (GFRA) for 3-year term (2021-2023). Ms. Maria Helena Semedo, Deputy Director General, FAO and Ms. Monique Eloit, Director General, OIE graced the opening session of the first meeting of the newly established GCC-FMD. The expected outcomes of the meeting were: (i) Better understanding of FMD dynamics and control strategies/initiatives at global, regional and national levels; (ii) Enhanced coordination and communication among the stakeholders to better implement the global FMD control strategy for significant impact; (iii) SWOT analysis of regional initiatives w.r.t the three components of the Global FMD control Strategy and identification of potential solutions; (iv) Identified next steps for the development of action plan for next phase of the global FMD control strategy; (v) Advocacy and better understanding of development partners and stakeholders on FMD control initiatives and their impact.

The participants included representatives of 11 GCC-FMD Standing Member organizations, and representatives from the FAO and OIE regional offices, the representatives from FAO/WOAH regional Reference Centres, and the head of the FAO/WOAH World Reference Laboratory for FMD (WRLFMD, The Pirbright Institute, UK). The GCC-FMD Chair (PANAFTOSA) and Co-chair (GFRA), Mr. Jean Philippe Dop, WOAH Deputy Director General and Mr. Keith Sumption, FAO Chief Veterinary Officer graced the opening session of the second meeting of the GCC-FMD. During this meeting, Standing members’ inputs will be sought to find solutions to the challenges for FMD control that are common across regions. Current and planned initiatives under the themes of regional governance, advocacy, public private partnerships (PPP) and technical issues will be discussed to guide the future action plan.

The 3rd meeting of the GCC-FMD was organized virtually under the umbrella of the GF-TADs, by its FMD Working Group (WG), on 25 January 2023. The purpose of the 3rd meeting was to review recommendations developed around the four thematic areas, namely (i) regional governance, (ii) public private partnership, (iii) advocacy, and (iv) technical issues (diagnostic, epidemiology, vaccines and vaccination resources) and endorse an action plan. The importance of the GCC-FMD was emphasized in bringing together recognized stakeholders in FMD control from all endemic regions, to share information, lessons learnt, and good practices. Challenges to achieve FMD control are across the regions and include access to quality vaccines matched with circulating FMD strains, surveillance to properly monitor the risks, and the assessment of the impact of control strategies. Strengthening capacities within endemic countries is central, as well as using those capacities to develop evidence that can be used for political advocacy and funding support. The need to align and promote FMD control with other TAD strategies and the GF-TADs Strategy was stressed. Finally, the need for effective Public-Private partnerships was recognized. The proposed action plan of the GCC consists of six main blocks, namely (i) strengthening of regional governance mechanisms; (ii) promotion of the creation of a network of public-private associations; (iii) ensuring effective advocacy for FMD control at the national and regional levels; (iv) facilitating knowledge and access to laboratory diagnostic tools; (v) facilitating knowledge and access to epidemiological tools; (vi) promotion of the use of quality vaccines.
