    The thirty-first session of the General Fisheries Commission for the Mediterranean (GFCM) was attended by delegates from 19 Members of the Commission. The Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ) and hold the first session of its Compliance Committee. Based on advice from SAC and proposals by Members, the GFCM adopted: three Resolutions, including two related to the GFCM statistical framework (on fishing e ffort and operational units data collection sets and on Geographical Sub-Areas [GSAs]), and one on the use of the 40 mm square mesh size in the codend of trawlnets. The Commission also adopted binding recommendations on fisheries management, including on diamond mesh size of trawlnets and on the Pelagos Sanctuary for the conservation of marine mammals, as well as three Recommendations emanating from the International Commission for the Conservation of Atlantic Tunas (ICCAT) on bluefin tuna and o n transshipment at sea. The GFCM strengthened the mandate of CAQ and adopted a new set up and modus operandi for the subsidiary bodies of the Committee. The Commission decided to strengthen its activities in the Black Sea. It acknowledged the importance of the five regional projects supporting the activities of the Committees and endorsed a series of amendments to its Rules of Procedure. The Commission agreed on its programme of work and adopted its budget for 2007, including the establishment w ithin the Secretariat of a post of Aquaculture specialist.

    The forty-third session of the General Fisheries Commission for the Mediterranean (GFCM) and the tenth session of the Committee on Administration and Finance were attended by delegates of 19 contracting parties, as well as of three cooperating non-contracting parties and two non-contracting parties. Representatives from 13 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects, as well as the Bureaus of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, the outcomes of the second GFCM performance review were commented. In relation to the management of fisheries and aquaculture in the GFCM area of application, eight binding recommendations were adopted, dealing with the following issues: the use of anchored fish aggregating devices in common dolphinfish fisheries in the Mediterranean Sea, information on access agreements in the GFCM area of application, the establishment of a list of vessels presumed to have carried out illegal, unreported and unregulated fishing in the GFCM area of application, the sustainable exploitation of blackspot seabream in the Alboran Sea and red coral in the Mediterranean Sea, multiannual management plans for turbot fisheries in the Black Sea and sustainable demersal fisheries in the Adriatic Sea, and management measures for sustainable trawl fisheries targeting giant red shrimp and blue and red shrimp in the Strait of Sicily. Furthermore, the Commission discussed issues related to the mandate of the GFCM Executive Secretary.

    The thirty-second session of the General Fisheries Commission for the Mediterranean (GFCM) was attended by 23 Contracting Parties. The Commission reviewed the intersessional activities of its Scientific Advisory Committee, its Committee on Aquaculture and hold the second session of its Compliance Committee. The GFCM adopted a binding Recommendation on a Regional Scheme on Port States Measures to Combat Illegal, Unreported and Unregulated (IUU) Fishing and endorsed an International Commission for the Conservation of Atlantic Tunas (ICCAT) Recommendation on a Fishing Period for the Swordfish Fisheries. It also adopted a Resolution on reporting on management measures. The GFCM agreed on a set of amendments to its Rules of Procedure and established three new Working Groups, on Recreational Fisheries, on Gear Selectivity and on Monitoring, Control and Surveillance, especially vessel monitoring systems. It also decided to establish a Regional Record of Fishing Vessels. The GFCM formalized it s cooperation with three partner organizations through memoranda of understanding. The Commission decided to use Arabic as working language for its plenary session and to undertake a performance review in 2009. The GFCM adopted its 2008 budget and programme of work. It acknowledged the importance of the network of cooperative regional research projects in support of the work of its committees and confirmed the extension of this network in the Black Sea. The Commission took note of progress made towards the move of its Secretariat to its new headquarters. The GFCM renewed the mandate of its Bureau for another term.
