    La Comisión de Pesca Artesanal y Acuicultura a Pequeña Escala para América Latina y el Caribe (COPPESAALC) fomenta el uso responsable de los recursos pesqueros continentales, asesora a los gobiernos de los países miembros en medidas de gestión pesquera y apoya el desarrollo de la acuicultura.La XIX Sesión de la Comisión de Pesca Artesanal y Acuicultura a Pequeña Escala de América Latina y el Caribe cumple con lo dispuesto en los estatutos de la Comisión respecto a la celebración de sesiones regulares bienales. Sus objetivos son informar sobre las medidas adoptadas en relación con los acuerdos de la reunión anterior; reflexionar colectivamente sobre los temas que afectan a la sostenibilidad y contribución de la pesca y la acuicultura a la seguridad alimentaria, la reducción de la pobreza rural y la gestión responsable y armoniosa de los recursos naturales, en línea con las necesidades de los países miembros de la Comisión, las prioridades regionales de la FAO y los objetivos de la Agenda de Desarrollo Sostenible de la ONU.

    Este documento presenta el informe de la XVIII Reunión Ordinaria de la Comisión de Pesca en Pequeña Escala, Artesanal y Acuicultura de América Latina y el Caribe (COPPESAALC), celebrada en San José, Costa Rica, del 29 al 31 de marzo de 2023, encuentro en el que participaron 25 delegados de 15 países. La Secretaría de la Comisión facilitó información sobre el estado de situación de la pesca marina y continental, así como de la acuicultura, en los países miembros. La Comisión debatió sobre los retos y desafíos para el desarrollo sostenible de la pesca y acuicultura artesanales en pequeña escala en los diferentes países. Se formuló el Plan de Trabajo para el bienio 2024-2025 y se emitieron recomendaciones a la XXXVIII Conferencia Regional de la FAO para América Latina y el Caribe. En el marco de la reunión, se llevó a cabo el Taller sobre Otras medidas efectivas de conservación basadas en áreas de la pesca marina en América Latina y el Caribe, y el Evento de cierre del Año Internacional de la Pesca y la Acuicultura Artesanales (AIPAA 2022) en América Latina.

    Este documento es parte del proyecto “Fortalecimiento de la capacidad de adaptación en el sector pesquero y acuícola chileno al cambio climático”, ejecutado por la Subsecretaría de Pesca y Acuicultura y el Ministerio del Medio Ambiente, e implementado por la Organización de las Naciones Unidas para la Alimentación y la Agricultura, con financiamiento del Fondo para el Medio Ambiente Mundial (GEF, por su sigla en inglés). El trabajo se implementó en cuatro caletas piloto: Caleta Riquelme (Tarapacá); Caleta Tongoy (Coquimbo); Caleta Coliumo (Biobío); y Caleta El Manzano-Hualaihué (Los Lagos). En primer lugar, se presentan los principales resultados y aspectos innovadores en base a tres componentes principales: fortalecimiento de las capacidades institucionales públicas y privadas; mejoramiento de la capacidad de adaptación de la pesca artesanal y la acuicultura de pequeña escala; y fortalecimiento del conocimiento y sensibilización sobre el cambio climático en las comunidades pesqueras y acuícolas.En la segunda parte se detallan las lecciones aprendidas para entregar a las autoridades y comunidades involucradas, las capacidades y herramientas necesarias para enfrentar el desafío de transformación requerido para lograr su adaptación a los escenarios futuros del clima. En tercer lugar, se describen recomendaciones para escalar las acciones de adaptación en las caletas piloto y dar sostenibilidad a esta iniciativa más allá de su fecha de término. Por último, se presentan recomendaciones de política pública agrupadas en cinco aspectos principales: planes y programas en pesca artesanal y acuicultura de pequeña escala; capacitación a nivel nacional y local; información climática y oceanográfica; diversificación productiva; y transversalización de género. Este documento está dirigido a los socios beneficiarios y la institucionalidad sectorial y su objetivo es servir de guía y/o modelo para otras comunidades costeras del país.

    The purpose of this manual is to give the reader a foundation of practical knowledge regarding all aspects of Pacific oyster cultivation. It is targeted at new entrants to the market wishing to establish a farm, and existing operators who wish to develop their farms and explore new cultivation techniques. The methodologies described can be applied both to low-tech, low budget, small-scale farming operations and to high-tech, big budget, industrial-scale aquaculture production enterprises. This guide focuses on the functional expertise and technical equipment required to construct and manage an operational farm in the diverse environmental and physical locations in which they can be situated, from the initial stages of finding and selecting a suitable site, to the conclusion of the first production cycle and harvesting the crop. The manual contains a brief introduction which describes the relevance of the species with regards to global aquaculture production figures and how it can form an important part of future food production strategies. Chapter 2 describes the anatomy and biology of Crassostrea gigas and gives an indication as to the environmental conditions in which the species thrives as well as the pathologies and predators that can result in poor health leading to potential mortalities. Chapter 3 deals with all aspects of undertaking a survey of potential oyster farming sites and what data should be collected and examined to assess a site’s suitability, but also which areas are best suited to different cultivation techniques. After this, Chapter 4 introduces the main farming techniques that will be described in detail in the following chapters, which includes off-bottom cultivation, on-bottom cultivation, and suspended cultivation, and gives details of some of the most common cultivation equipment necessary to undertake these operations. The techniques and strategies necessary to procure seed oysters and how to develop them through the nursery stage are also introduced. This includes the basic principles of upwelling, which then leads into Chapter 5, which provides a detailed description of how to build and operate one particular example of a Floating Upwelling System (Flupsy) which is suitable for use in remote but sheltered conditions. Chapters 6, 7 and 8 constitute the main body of the manual and provide an in-depth look into the three major cultivation techniques that this guide concentrates on: “Farming with trestles and bags in the intertidal zone”, “On-bottom cultivation in the intertidal or subtidal zone” and “Offshore longline cultivation”.
