Synopsis (short abstract) This Occasional Paper presents the findings of a study that appraises and compares different models of public-private partnership (PPP) in rural infrastructure development. The study was commissioned by the Rural Infrastructure and Agro-Industries (AGS) Division of FAO, under its normative programme on Rural Infrastructure Development. It contributes to the identification of public-private models for different categories of market-oriented infrastructure for agricultural developm ent. It specifically looks at five types of infrastructure categories: (i) farm to market roads; (ii) water for irrigation; (iii) wholesale markets and trading centres; (iv) agroprocessing facilities; and (v) information and communications technology. The paper is based on a review of 35 public-private partnership projects as they relate to the provision of hard and soft infrastructure for market-oriented agricultural development. The study describes the rising demand for new i nvestment in rural infrastructure and identifies some of the failures to date in engaging the private sector successfully in its provision. It also highlights the key financial and institutional building blocks of public-private partnerships. In particular in sections 4 to 8, a range of models for public private partnerships is presented and analysed for their success factors, innovations and weaknesses, drawn mainly from the case studies commissioned for this study. The final se ction brings together areas for further research and follow up that can be of strategic interest to organizations involved in market-oriented infrastructure.

    The Procedural Manual of the Codex Alimentarius Commission helps national delegations and international organizations attending as observers, participate effectively in the work of the Joint FAO/WHO Food Standards Programme. It sets out the basic rules of procedure, procedures for the elaboration of Codex standards and related texts, and basic definitions and guidelines for the operation of Codex committees. It also gives the membership of the Codex Alimentarius Commission. The 30th edition of the Codex Procedural Manual continues to work towards a harmonization of language, particularly around synonymous terminology, thus setting precedent for Codex’s other written materials. Specifically, this latest edition contains three changes to "Section 4.6: Risk analysis principles applied by the Codex Committee on Residues of Veterinary Drugs in Foods", 1) a revision of "Annex C: Approach for the extrapolation of maximum residue limits for veterinary drugs to one or more species"; 2) the inclusion of "Annex D: Criteria and procedures for the establishment of action levels for residues of veterinary drugs in food of animal origin resulting from unavoidable and unintentional veterinary drug carryover in non-target animal feed"; and 3) a consequential amendment to paragraph 133, Establishment of priority list. In "Section 5.1: Table of committees, document references and terms of reference", following the decision by the Commission to reactivate the Codex Committee on Cereals, Pulses and Legumes, this committee was moved from “commodity committees (adjourned sine die)” to “commodity committees (active)”. Finally, editorial changes have been made to more consistently apply abbreviations and provide more accurate cross-referencing by numbering subsections.

    Según la FAO, casi una tercera aparte de los alimentos producidos para el consumo humano —aproximadamente 1 300 millones de toneladas anuales— se pierden o desperdician en todo el mundo. Las pérdidas y el desperdicio de alimentos (PDA) repercuten en la seguridad alimentaria y la nutrición y en la sostenibilidad de los sistemas alimentarios por lo que respecta a su capacidad de garantizar alimentos de buena calidad y adecuados para la generación actual y las futuras. En este informe se adopta una perspectiva sistémica a fin de analizar las repercusiones de las PDA en la sostenibilidad de los sistemas alimentarios y en la seguridad alimentaria y la nutrición. Se examina la amplia gama de causas de las PDA determinando categorías generales y niveles de causas. El informe se orienta deliberadamente hacia la acción. Proporciona elementos prácticos para que todos los actores interesados identifiquen, individual y colectivamente, sus propios conjuntos de posibles soluciones. Incluye numerosos ejemplos y propone un “camino a seguir” a fin de que los actores elaboren estrategias destinadas a reducir las PDA en diferentes contextos y situaciones.
