    This step-wise guide aims to assist with the implementation of relevant international instruments pertaining to deep-sea fisheries and biodiversity conservation in areas beyond national jurisdiction, especially the high seas, into national policy and law. This guide focuses on the incorporation and transposition of international rules, standards, and recommended practices and procedures into national policy and law. It addresses the key measures for making international obligations effective at the national level and suggests possible options for integrating those measures into the national legal framework. Legislative examples are also provided to illustrate how certain provisions have been incorporated into primary or secondary legislation. The guide first addresses the establishment of a national policy, followed by a description and analysis of essential legislative provisions regarding deep-sea fisheries and the conservation of marine biological diversity in areas beyond national jurisdiction. This guide is thus relevant to policy-makers, parliamentary draftpersons, and parliamentarians.

    Adressing the need to enhance sustainability in the use of deep-sea living resources and biodiversity conservation in in the ABNJ, is the Common Oceans ABNJ Deep Seas Project, one of the Projects of the Global sustainable fisheries management and biodiversity conservation in the ABNJ Program (Common Oceans ABNJ Program), supported by the Global Environment Facility (GEF). The Project, led by the Food and Agriculture Organization of the United Nations (UN-FAO) and United Nations Environment (UNEP), brings together a broad range of partners working on conservation issues in the ABNJ globally. The partnership includes the regional fisheries bodies responsible for the management of deep-sea fisheries, Regional Seas Programmes, fishing industry partners and international organizations.

    A Preparatory Committee was established by UNGA res 69/292: Development of an international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. FAO is involved in this prepcom. The ABNJ Deep Seas Project has produced an analysis and guide for the implementation of international legal and policy instruments relating to biodiversity and sustainable deep-se a fisheries in the ABNJ. This is useful information to prepcom discussions and the plan is to introduce the report at a FAO side event that will showcase the regional fishery bodies with mandates to manage deep-sea fisheries in the ABNJ, their processes and practices for protecting vulnerable marine ecosystems (VMEs)
