    Ecuador has submitted two national communications (NCs 2000, 2012) to the United Nations Framework Convention on Climate Change (UNFCCC), providing information on greenhouse gas (GHG) inventories, and measures to mitigate and to facilitate adequate adaptation to climate change among other information. In 2016, Ecuador also presented its First Biennial Update Report (BUR), which included the REDD+ technical annex to the BUR. In 2010, GHG emissions from the Agriculture and the Land Use, Land Use C hange and Forestry (LULUCF) sectors contributed to respectively 18 % and 30% of the national GHG emissions. Since 2013, the United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD) and the Mitigation of Climate Change in Agriculture (MICCA) Programmes have provide support to Ecuador for the preparation and reporting of the national GHG inventory (NGHGI), agriculture and LULUCF components, to the UNFCCC. This brief hi ghlights the implemented activities and fruitful collaboration that were fundamental in assisting Ecuador in successfully meeting its commitments to the UNFCCC reporting process for the Agriculture and LULUCF sectors.

    Colombia has submitted two national communications (NCs 2001, 2010) to the United Nations Framework Convention on Climate Change (UNFCCC), providing information on greenhouse gas (GHG) inventories, and measures to mitigate and facilitate adequate adaptation to climate change, among other information. In 2015, Colombia also presented its First Biennial Update Report (BUR), including the REDD+ technical annex. In 2010 and 2012, GHG emissions from the Agriculture, Forestry and Other Land Use (AFOLU ) sector contributed to respectively 58 % and 43% of the national GHG emissions. Since 2013, the United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD) and the Mitigation of Climate Change in Agriculture (MICCA) Programmes have provided support to Ecuador for the preparation and reporting of the national GHG inventory (NGHGI), AFOLU component, to the UNFCCC.     At the Paris climate conference (COP21) in December 2015, 195 countries adopted the first-ever universal global climate agreement that sets out a global action plan to limit global warming to well below 2°C. A key outcome was the Enhanced Transparency Framework (ETF) to build trust and confidence on countries’ contributions and progress.

    Meeting the 2015 international hunger targets: taking stock of uneven progress

    This year´s annual State of Food Insecurity in the World report takes stock of progress made towards achieving the internationally established Millennium Development Goal (MDG1) and World Food Summit hunger targets and reflects on what needs to be done, as we transition to the new post-2015 Sustainable Development Agenda. The report reviews progress made since 1990 for every country and region as well as for the world as a whole. Progress towards the MDG 1 target, however, is assessed not only by measuring undernourishment, or hunger, but also by a second indicator – the prevalence of underweight children under five years of age. Progress for the two indicators across regions and over time, is compared, providing insights into the complexity of food security. Overall progress notwithstanding, much work remains to be done to eradicate hunger and achieve food security across all its dimensions. The 2015 report not only estimates the progress already achieved, but also identifies r emaining problems, and provides guidance on which policies should be emphasized in the future. Key factors that have determined success to date towards food security and nutrition goals are identified. The list of factors – economic growth, agricultural productivity growth, markets (including international trade) and social protection – is by no means exhaustive. The report also shows how protracted crises, due to conflict or natural disasters, have deleterious effects on progress in hunger redu ction.

Major transformations in agricultural systems, rural economies, and natural resources management are necessary. The present study was undertaken for the quadrennial review of FAO’s strategic framework and for the preparation of the Organization Medium-Term plan 2018-2021.
