Synopsis (short abstract) Prices of maize have continued to follow the increasing trend that began at the end of last year (after the reduced main crops of 2010) and peaking in August 2011 at 700 Cordoba oro/46Kg. Food security situation was generally considered as stressed due to production shortages during the lean season and steady food prices on markets. Good rainfall conditions during the growing period of the primera agricultural season will likely result in good harvest that will alleviate the current stressed food security conditions. Governmental programmes to support production have helped farmers affected by the 2010/11 crop losses due to adverse weather conditions.

Rice and maize prices in local markets, in recent months, remained steady, while red bean prices showed a decreasing trend thanks to a good harvest prospects. The Food security situation has generally improved, however some areas that experienced crop damages are considered to be at crisis food security phase (IPC). Some regions in the dry corridor experienced a tropical depression during the reporting period which affected subsistence crops of maize and beans. The Government has distrib uted agricultural inputs to producers affected crop losses while humanitarian agencies are providing food aid to affected communities.

The sharp increase in staple food prices reached its record level in July leading also to considerable deterioration of terms of trade for pastoralists. An estimated 3.75 million people are classified as food insecure. Major concerns are for the over 490,000 Somali refugees who are in dire need of emergency assistance. The food security situation continues to deteriorate as a consequence of persistent drought condition combined with high food prices, insecurity and displacement. The worst af fected areas are the northern and eastern parts of the country. The Government waived the import duty on maize to ease prices to consumers, while humanitarian aid agencies and UN institutions are assisting the population.

Maize prices increased slightly, with the highest prices recorded in the south where the purchasing power of poor and very poor households is limited. Overall food security is satisfactory, but areas of concern remain in areas affected by production losses and high food prices. Despite a dry spell and localised flooding in the first months of the year, national cereal production increased by 5% in 2011. The Government has implemented measures to support production, but reduced the subsidy on wheat. Social support programs are in place.
