Synopsis (short abstract) This handbook describes the procedure for planning and conducting Participatory Rural Communication Appraisal (PRCA) as the first step in the design of cost-effective and appropriate communication programmes, strategies and materials for development projects. PRCA is a flexible, multidisciplinary and participatory way to conduct communication research. It actively involves people in the research process to ensure that Communication for Development programmes are effective and relevant to their needs and preferences. The handbook provides a simple, easy to follow step-by-step procedure to plan, conduct and analyse PRCA with communities in order to design effective communication programmes. It specifies the appropriate attitudes and behaviours required for the successful implementation of PRCA in the field. The handbook is intended to be a useful guide for communication practitioners and development workers who need to know what is involved in designing and implem enting effective communication for development programmes and initiatives. The handbook can be used as a reference guide for conducting PRCA in the field as well as a training guide for capacity building in PRCA.

    The Participatory Rural Appraisal: Vulnerability Study of Ayeyarwady Delta Fishing Communities in Myanmar and Their Social Protection Opportunities (PRA-V study) seeks to inform fisheries management and social protection processes of the key vulnerability issues faced by fishers at the five pilot sites selected for fisheries co-management. An analysis of the PRA-V study information leads to some broad conclusions. The PRA-V study suggests that the most vulnerable communities are in Maubin and Hinthada. In both areas, community fisheries co-management is unlikely enough to reduce household or individual vulnerability significantly. The communities in Thabaung, Labutta and Dedaye appear to offer more livelihood opportunities for local people. In these areas, improving fishing ground access would likely have a positive effect on the overall livelihoods of people. However, the remoteness of the two coastal areas could prohibit social and economic development. The PRA-V study also explored gender vulnerability aspects, focusing on female-headed households and individual women from fisher households. Due to the patriarchal social structure and cultural norms, many female-headed households appear to be more vulnerable than male-headed households. The PRA-V study suggests that there is gender disparity in terms of vulnerability in many communities. Recommendations for further Ayeyarwady fisheries law reforms, fisheries management and social protection interventions that would reduce fisher household vulnerability are included in the discussion section.

    Several waves of HPAI caused by the H5N1 strain have swept through Viet Nam over the past three years and Viet Namese authorities have plans to restructure the poultry industry. These plans are costly, likely to have negative impacts on smallholder producers and will not necessarily achieve the desired objective of eliminating HPAI from Viet Nam. As an alternative, PPLPI aims to assess mechanisms designed to overcome serious incentive problems for product quality improvement, reducing disease an d food safety risks, while increasing smallholder incomes and reducing public expenditure for conventional surveillance and control measures. In particular, we want to explore the potential of the demand side of the poultry market to achieve higher food safety standards, thereby displacing costly and inefficient government intervention.
