    The SPFS project in Sri Lanka is part of the suite of four country projects funded by Japan (also two regional projects) all in support of implementing pilot projects in the four Asian countries. These projects, with donor contribution of US$ 2 - 3 million each, began operation during 2001 and 2002, and are scheduled to end in July (Sri Lanka), August (Bangladesh and Laos) and in September 2007. Given the substantive importance of the subject and the relatively large size of assistance, it was a greed to field an independent, tripartite mission for final evaluation of the four country projects in accordance with the FAO practices. As final evaluation, the mission was to focus on the projects’ results, including their sustainability and cost-effectiveness, as well as recommendations for future. The mission, comprising Messrs. M. Kato (FAO, and team leader) and K.Yamada (Japan, agriculture specialist) visited Sri Lanka during 9-17 July: the mission was joined by Mr. M.K.C. Senanayake duri ng its stay in the country. The mission’s terms of reference are given in Annex I and the list of persons met in Annex II.

    The mid-term evaluation of GCP/SRL/049/JPN “Special Programme for Food Security in Sri Lanka” was scheduled in the original project document. The evaluation is being undertaken to make an in-depth assessment of progress achieved thus far and propose recommendations for changes in overall project design and implementation for the remainder of the project period, if deemed necessary. Such recommendations are intended to facilitate and promote national ownership of the programme and, most important ly, to consider the steps needed for sustainability and eventual take-over of the programme from Government and other non-project resources.

    This Evaluation Report presents the main findings and recommendations of the Mid-Term Evaluation for the project “Special Programme for Food Security (GCSP/BGD/033/JPN),” representing the extension of the pilot phase of SPFS in Bangladesh. The USD 3.3m project, funded by the Government of Japan and executed by FAO, commenced in July 2002 and is programmed to be completed in June 2007. It is one of four country programmes funded by Japan with overall coordination by a Regional Coordinator based i n Jakarta. The other three countries are Laos, Sri Lanka and Indonesia.
