Synopsis (short abstract) The project achieved all expected outcomes to a satisfactory level despite delays caused by COVID-19 restrictions, leading to two no-cost extensions. In all, the project contributed to increased knowledge on addressing climate change and transboundary/invasive species pressures on food security in the Pacific Islands by producing one pre-feasibility study, one concept note and one PowerPoint presentation. The pre-feasibility/technical study report focused on the correlation between climate change, transboundary/invasive species and their impacts on food security in Fiji, Samoa and Tonga. The study collected scientific evidence from regional and national organizations and highlighted concrete examples of transboundary movement of pests and diseases and their impacts at the national level. The report also analysed past and current climate-smart agriculture projects and included an environmental and social assessment, but not the economic and financial implications assessment that was originally stipulated. Additionally, this study also connected impacts associated with El Niño to outbreaks of pests and diseases in the Pacific Islands. The original concept note to be presented to the Green Climate Fund (GCF) was revised using information collected from the technical studies and technical inputs from both FAO and the Secretariat of the Pacific Community (SPC). The SPC, as the Accredited Entity for the (GCF) project, has taken charge of the project and is responsible for submitting the updated concept note to the GCF Secretariat for review. FAO, as the Executing Entity, will continue working with SPC to formally submit the concept note to the GCF, address any comments and jointly develop the full project proposal for the GCF Board.

    The Small Island Developing States (SIDS) in the Pacific rely heavily on fishing for food, nutrition, and jobs. However, the sustainability of these fisheries is threatened by challenges like poor management and illegal fishing practices. Climate change also plays a major role, affecting fisheries through extreme weather, rising sea levels, ocean acidification, flooding, and coastal erosion. How well communities can adapt depends on their access to resources, technology, and knowledge. In addition to these challenges, improved management strategies must also consider gender issues and work to reduce gender inequalities. In 2019, the FAO and the Secretariat of the Pacific Community (SPC) conducted gender assessments and found a strong need to improve data collection and to create strategies that give women more opportunities in fishing and its related industries. This project, in partnership with national fisheries agencies in Fiji, Solomon Islands, and Vanuatu, aimed to strengthen the ability of coastal communities to manage their marine resources and strengthen the role and participation of women in fisheries and aquaculture.

    Despite the progress made on climate change adaptation and mitigation in the Pacific, the agriculture sector remains peripheral in regional discussions on climate change and the path required for a sustainable future The Koronivia Joint Work on Agriculture ( began during Fiji’s leadership at the United Nations Framework Convention on Climate Change ( Conference of the Parties ( 23 and discussions, expert meetings and workshops dedicated to the KJWA have continued since that date The KJWA addresses six interrelated topics on soils, nutrient use, water, livestock, methods for assessing adaptation, and the socio economic and food security dimensions of climate change across agricultural sectors An emphasis on the importance of agriculture and food security in regional strategic climate change dialogue is essential if countries are to quantify the potential benefits of climate mitigation actions on the agricultural sector Significant progress has been made in recent years, with countries agreeing on a roadmap for the KJWA and, in 2018 42 submissions to the KJWA were made to the UNFCCC.

    Pacific Island Countries ( face a serious burden of malnutrition, including acute and/or chronic undernutrition, micronutrient deficiencies, obesity, overweight, and diet related non communicable diseases ( Diet is one of the single most important contributors to malnutrition, which is influenced by many complex and multilayered causes, such as personal preferences, culture, religion, the environment, economics, availability of foods Food Based Dietary Guidelines ( provide context specific guidance on how to make nutritionally balanced food and beverage choices prepared in a safe and hygienic way available for the general population and for vulnerable subpopulations, including pregnant and lactating women and infants and young children The Pacific regional FBDGs, which were prepared by The Pacific Community ( in 2002 are used by PICs to provide guidance on healthy food consumption and meals Subsequently, the SPC published new Pacific guidelines for healthy living in 2018 to replace the 2002 Pacific FBDGs.
