    The project “Climate-smart livestock production and land restoration in the Uruguayan rangelands” was financed by the Global Environment Facility (GEF) and executed by Uruguay’s Ministry of Livestock, Agriculture and Fisheries (MGAP) between February 2018 and September 2023. Its objective was to “mitigate climate change and restore degraded lands through the promotion of climate-smart practices in the livestock sector, with an emphasis on family farming”.The evaluation findings indicate that the project's execution led to the attainment of outputs and outcomes which contributed to the stated objective. Specifically, results demonstrated the feasibility of establishing environmentally sustainable livestock production systems without compromising productivity or economic viability, as validated by beneficiaries. Furthermore, the project introduced public policy instruments to facilitate the replication and scalability of this successful model, offering an institutional framework for wider adoption.

    In Ecuador, the livestock sector is essential for food security. It is also an important source of employment and income in provinces with a large presence of small and medium-scale farmers. From May 2020 to October 2020, FAO implemented the project to “reduce soil degradation, and mitigate greenhouse gas (GHG) emissions in the livestock sector of Ecuador”. The project was implemented seven provinces, distributed in three geographic regions of the country (coastal Ecuador, the Andes and Amazon). The project had an impact on public policies, with the incorporation of climate-smart livestock farming as one of the lines of action for the agricultural sector. In terms of technical aspects, the preparation of online tools to monitor GHG emissions and to calculate climate risk and the adaptation capacity of the sector is noteworthy. One void shown in the project, throughout the consultation process with interested parties, was the lack of connections to the market and the private sector. This was not contemplated in the project design and arose as a recurring issue during the implementation

    Evaluation of FAO's country programme in the Dominican Republic 2018–2022

    This evaluation was carried out to provide input for the development of the next Food and Agriculture Organization of the United Nations (FAO) Country Programming Framework in the Dominican Republic and has consisted of the assessment of the strategic positioning of FAO in the country, and the identification of the main contributions in each of the priority areas and transversal themes (gender and economic inclusion of groups in vulnerable conditions and climate action) during the period 2018–2022. The evaluation found that FAO has been a reference point on key issues for the food, agricultural and rural sector. For example, FAO has had influence on public policies on food security and has strengthened capacities to promote associations and the adoption of innovative practices in areas such as climate-smart livestock farming. On the other hand, there is potential to strengthen collaboration between partners who have common objectives with the organisation, especially in the face of emerging issues.

    FAO Strategy on Climate Change 2022–2031 2022
    The FAO Strategy on Climate Change 2022–2031 was endorsed by FAO Council in June 2022. This new strategy replaces the previous strategy from 2017 to better FAO's climate action with the Strategic Framework 2022-2031, and other FAO strategies that have been developed since then. The Strategy was elaborated following an inclusive process of consultation with FAO Members, FAO staff from headquarters and decentralized offices, as well as external partners. It articulates FAO's vision for agrifood systems by 2050, around three main pillars of action: at global and regional level, at country level, and at local level. The Strategy also encourages key guiding principles for action, such as science and innovation, inclusiveness, partnerships, and access to finance.

    The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.

    Mid-term evaluation of the project "Upscaling climate resilience measures in the dry corridor agroecosystems of El Salvador (RECLIMA)

    The evaluation found that RECLIMA continues to be strategically aligned to national priorities and responds to the adaptation and resilience needs of producers. However, some systemic limits to achieving the desired paradigm shift were identified due to the multi-causal complexity of the target populations’ vulnerability. The project made significant progress in operationalizing farmer field schools. The evaluation identified some challenges in areas of institutional coordination and communication with national partners, along with the need to continue strengthening the capacities of the various actors involved in project implementation. The project’s monitoring and evaluation system was found to generate information that is being used for timely decision-making. However, key challenges identified include addressing the increased information flow anticipated in the second half of the project, making relevant information more readily available to implementing partners, and including a specific monitoring and follow-up plan for restoration actions. The project took the necessary steps to comply with GCF and FAO social and environmental standards.
