    The Regional Workshop on Promoting and Strengthening Fisheries and Aquaculture Organizations in Central Asia (Izmir, Turkey, 1–4 November 2010) was organized within the framework of the Central Asia Regional Programme for Fisheries and Aquaculture Development (FishDev-Central Asia; GCP/ RER/031/TUR), under the FAO-Turkey Partnership Programme (FTPP). It was co-organized with a national-level project, namely Support to Fishery and Aquaculture Management in the Kyrgyz Republic (GCP/KYR/003/FIN), f inanced by the Government of Finland. The workshop was hosted by the Aegean Exporters’ Associations and was attended by 20 experts from five countries (Azerbaijan, Kazakhstan, the Kyrgyz Republic [Kyrgyzstan], Tajikistan and Turkey), representing the fishers and fish farmers associations, fisheries authorities and some research institutes of these countries, as well as international experts and resource persons from the Food and Agriculture Organization of the United Nations (FAO). The objective s of the workshop were fourfold: (1) to understand the concepts, principles and processes of establishment and enhancement of associations and forming umbrella organizations (i.e. unions, federations); (2) to identify the gaps, capacity needs and opportunities for improvement or establishment and development of fishers organizations (FOs); (3) to share lessons learned, experiences and good practices from other countries; and (4) to prepare action plans on the promotion and strengthening of FOs i n the participating countries. This report is the record of the workshop proceedings, which includes summaries of the country presentations, case studies and outputs of working groups presented at the workshop. The report was prepared jointly by the FAO Subregional Office for Central Asia (FAOSEC), in close collaboration with the Fishing Operations and Technology Service (FIRO), FAO Fisheries and Aquaculture Department, Rome, Italy.

    Aquaculture is one of the fastest-growing food-producing sectors in the world. Although it is an economic activity that has raised concerns in relation to the environment, social acceptability and food safety, aquaculture is also recognized as a sector that generates livelihoods and income in many countries and especially for the rural poor. Although aquaculture in the Central Asia and Caucasus Region does not make a significant contribution in terms of world aquaculture production and trade, it is being increasingly recognized in many countries in the region as an important economic activity and greater focus has now been placed on the development of the sector. The Regional Principles for Responsible Aquaculture in the Central Asia and Caucasus Region provide the basis for national planning related to aquaculture resources; principles upon which all concerned stakeholders can collaborate for a more sustainable development of aquaculture in the Central Asia and Caucasus Region. Their development has been supported by the Support to Fishery and Aquaculture Managements in the Kyrgyz Republic (GCP/KYR/003/FIN) project and the Central Asia Regional Programme for Fisheries and Aquaculture Development (FishDev Central Asia) under the FAO–Turkey Partnership Programme (FTPP).

    Though the role of agriculture and food industry sectors in the economy of Kyrgyzstan has steadily decreased over the years, the country still greatly relies on these sectors. Currently the growth in agriculture, as well as in the overall economy, stagnates mainly because of political volatility, economic shocks, and frequent natural disasters. the goal of the policy paper that is summarised here is to try to consolidate the information on countrywide value chain development gathered from various open sources and based on materials collected in field missions by FAO officers, with a particular emphasis on the potato value chain in the Issyk-Kul region. The authors did not aim at close examination of the selected value chain; rather, this paper is a general overview that will be a reference point for future field work in the country. The recommendations provided in this summary will assist the FAO country office and the Government of the Kyrgyz Republic in decision-making and will inform other development organisations operating in the country about major value chain development activities. To get the results, the authors analysed the legislative history related to value chains, collected materials and statistics from open sources, conducted a field mission, interviewed stakeholders, and analysed surveys done by a local NGO. The original paper examines the overall situation in Kyrgyzstan with a focus on the agriculture sector, food quality, and food safety systems. It reviews related legislation and the environment for doing business. The paper examines existing support measures for agriculture and covers the banking sector and trade policy. In addition, the paper describes main value chain actors and international development programmes. The second part of the study overviews the potato value chain in the Issyk-Kul region. The final part provides recommendations on both selected and countrywide value chain development and closely examines ways of improving seed availability, marketing, and ecological tourism. The final section also provides options for vitalisation of a non-functioning starch factory in Ak-Suu and recommends transforming logistics centres into food hubs. The recommendations are addressed to FAO, the Government of the Kyrgyz Republic, major donors, farmers and their associations, and other business entities.
