    Rural transformation is an urgent global priority in the face of rising inequality, exclusion, conflict and climate change. In 2023, FAO convened two expert consultations to review historical and current patterns of rural transformation and identify pathways for resilience and inclusivity. A key outcome was a collection of papers in a Special Issue of Global Food Security titled “Resilient and Inclusive Rural Transformation: New Pathways for Development”, which span critical themes from natural resource management and climate change to social protection and innovation, alongside cross-cutting issues such as gender and nutrition and underscore the critical need to adopt an agrifood systems lens in shaping rural transformation strategies. This brief distills insights from the 12 contributions featured in the Special Issue. By integrating these insights into operational strategies, FAO and its partners can better manage complex trade-offs and synergies to achieve sustainable development outcomes.

    Innovation and technology for achieving resilient and inclusive rural transformation 2025

    This paper examines the shifts needed in the development, adoption and scaling of innovation and technology to achieve resilient and inclusive rural transformation across farming systems and value chains. It analyzes opportunities for innovations to generate rural employment, improve smallholder farmer livelihoods, alleviate malnutrition and address the impacts of climate change. The paper identifies five key levers of change that include: (i) a renewed focus on long-term investment in participatory, equity-sensitive and gender-responsive agricultural R&D, (ii) ensuring that marginalized voices are heard, (iii) promoting equitable access to technology, (iv) leveling the playing field by curbing corporate dominance while encouraging private sector support for small- and medium-scale agrifood enterprises, and (v) prioritizing rural employment amid automation and evolving value chains.

    Latin America is at a strategic point in rural development, as recent shocks have exposed deep-rooted challenges in rural policies, particularly regarding inequality and employment. Slow economic recovery, climate change, food system transitions, and rapid technological change further complicate these issues. In response, this paper argues for a new generation of policies focused on three key areas: (i) strategies to protect lives and promote resilient livelihoods, (ii) specialized policies for family farming, and (iii) strategies for rural investments and development planning. It emphasizes that these efforts must prioritize inclusion and avoid reinforcing past inequalities, ensuring the most vulnerable do not bear the brunt of future rural transformations.

    This report illustrates the food loss assessment studies undertaken along the maize, sunflower and beans supply chains in Uganda in 2015-16 and 2016-17. They aimed to identify the critical loss points in the selected supply chains, the key stages at which food losses occur, why they occur, the extent and impact of food losses and the economic, social and environmental implications of the food losses. Furthermore, these studies also evaluated the feasibility of potential interventions to reduce food losses and waste.

    Este documento resume el proyecto de la FAO TCP RLA 3804 en América Latina, que buscaba identificar la vinculación entre las políticas gubernamentales, la protección social y las acciones anticipatorias en el territorio. Los estudios realizados en Colombia, Nicaragua y República Dominicana identificaron oportunidades y brechas en esta vinculación, especialmente para comunidades rurales vulnerables, considerando aspectos de género y las necesidades de grupos indígenas y afrodescendientes. El proyecto aportó valiosas lecciones al campo de la gestión del riesgo de desastres.
