Synopsis (short abstract) This report describes the impact of COVID-19 on the agrifood sector and rural populations of the Western Balkans in 2020, both at individual country/ territory level and for the region as a whole, and the government measures and initiatives that were adopted in response. Based on its findings, the report offers a set of policy recommendations for addressing the current crisis and building back better from the pandemic. The report is based on research carried out by the Regional Rural Development Standing Working Group (SWG) in Southeastern Europe, supported by the Food and Agriculture Organization of the United Nations (FAO).

The rapid escalation of the COVID-19 pandemic highlighted structural problems with Libyan food and agriculture value chains. Nine years of protracted conflict weakened Libya’s agriculture and deteriorated its food and agribusiness sector. The entire value chain is underdeveloped, is not well integrated and depends on imports, making it vulnerable to global supply shocks. The pandemic response requires a strong policy responses starting by making food and nutrition assistance at the heart of social protection programmes in Libya and to keep the food value chain alive by focusing on key logistics bottlenecks. Libya will benefit from keeping the global food trade open to be able to keep physical and economic access to food feasible and sustainable. Libya may rethink its food security to ensure strong and significant recovery from both conflict and COVID-19 crisis.

This report assesses the impacts of the COVID-19 on the agrifood sector and rural areas in Türkiye. Taking a panoramic picture of the agrifood sector in the country during the COVID-19 period, the study portrays how the pandemic impact on agrifood chains, smallholders and rural economies in Türkiye. The report titled “COVID-19 Rapid Impact Assessment on Agri-Food Sector and Rural Areas in Türkiye” is an outcome of a joint study by the International Fund for Agricultural Development (IFAD), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), and the Ministry of Agriculture and Forestry of Türkiye. Besides assessments on how the pandemic has affected agrifood sector, the report presents policy recommendations for sector preparedness and response, and agricultural and rural resilience. Moreover, the report sheds light on the connection between its suggestions and the Sustainable Development Goals. Authors of this study aims to contribute to the COVID-19 Socio-Economic Impact and Response Task Team (SEIRTT) in United Nations Türkiye, co-led by United Nations Development Programme (UNDP) and the Resident Coordinator’s Office. In thematic terms, the report supports efforts to analyse socio-economic dimensions of the COVID-19 in Türkiye. Moreover, the report sets the basis for further institutional engagement with Government and other relevant partners and stakeholders in the short to medium term with respect to agriculture and food sectors.

The aim of the Impact assessment of the COVID-19 pandemic in relation to food value chains in the Lori and Tavush regions – Final report is to understand the situation of agricultural and rural development after a few waves of the COVID-19 pandemic to identify key problems and challenges that food value chain actors faced due to the pandemic in the Lori and Tavush regions and to develop a set of proposals and recommendations to address them.
