Synopsis (short abstract) This document contains the proceedings of a Workshop on fisheries Monitoring, Control and Surveillance held at Muscat, Oman from 24 to 28 October 1999. The proceedings include reports on the discussions of four Working Groups. Suggestions and recommendations made by those working groups are presented separately on pages 44 and 45. The next section contains statements made by representatives of most of the participating countries: Oman, India, Pakistan, Iran, Bahrain, UAE, Yemen, Erit rea and Sudan. The third section contains 11 Technical Papers dealing with fisheries resources, environmental issues and MCS in the Arabian Sea and adjacent Gulfs, technical aspects of MCS and observer programmes, as well as an overview of MCS in SE Asia and legal issues related to MCS.

This supplement contains the regionally-oriented papers, country studies and case studies, based on the participants interventions and papers prepared by various authors who worked as resource persons for the Workshop.

    This report was prepared during the course of the Regional Workshop on Fisheries Monitoring, Control and Surveillance, held in Kuala Lumpur and Kuala Terengganu, Malaysia, 29 June - 3 July 1998. This report and the two supplements includes the work of several authors who worked as resource persons during the Workshop. The report's recommendations were developed through working groups during the Workshop. Subsequently, the Workshop, in plenary session, reviewed and endorsed the recomm endations, on the understanding that the secretariat would consolidate them to avoid duplication.
