Synopsis (short abstract) The responsible governance of tenure, based on principles of human rights, allows for fair access to land, fishing and forests. It also protects people against arbitrary loss of their rights, including evictions. It prevents discriminatory practices and results in transparent and participatory decision-making processes. It also guarantees equality before the law and can prevent disputes, thanks to its mechanisms of conflict resolution. Ultimately, it promotes food security by guaranteeing access to natural resources and protecting the rights of the people who depend on them. This document contains the keys to make governance fairer, based on principles established by Human Rights. This document will address: i) an analysis of the international and regional framework established by the legal bases in Latin America and the Caribbean; ii) the measures recommended to the States to face this challenge; iii) the need to include the gender issue in resource tenure; and iv) the necessary parliamentary actions to promote legislation in their favour.

Secure tenure rights are important for subsistence, semi-commercial and commercial food production and therefore for food availability generally and physical, social and economic accessibility for those involved. Food security implies that people need to be able to access the means of producing or procuring food and that development must be sustainable to guarantee it for all, now and in the future. The responsible governance of tenure is of fundamental importance for ensuring food and nutrition security, contributing to more sustainable and equitable livelihoods, social stability, rural development, environmental protection and the long-term eradication of hunger and poverty.

Increasing responsible investments in agriculture and food systems is vital to ensure adequate food and nutrition, reduce poverty, and achieve sustainable development. This document contains the keys to the approach that these investments are responsible, through a human rights approach based on the principles of human dignity, non-discrimination, equity and justice, gender equality, a comprehensive and sustainable approach, consultation and participation, transparency, accountability, and constant improvement. Such as: * The Principles for Responsible Investment in Agriculture and Food Systems (CSA-IAR), their contextualization, and an approach to them. * The keys for the parliaments to facilitate responsible investment. * And the necessary parliamentary actions to promote responsible investment in agriculture and food systems.
