Synopsis (short abstract) The purpose of this manual is to provide fishery observers, and in general fishery data collectors, with a detailed description of the procedures required to collect biological data from the most important fishery groups that can be encountered while at sea. It is intended as a complement to the standard observer manuals issued by States and/or Regional Fisheries Management Organizations and Arrangements (RFMO/As) and takes into account the additional requirements regarding vulnerable marine eco systems (VMEs) included in the FAO International Guidelines for the Management of Deep-sea Fisheries in the High Seas. The Guidelines provide states and RFMO/As with management guidance ranging from an appropriate regulatory framework to the components of a good data collection programme, and towards a sustainable use of marine living resources exploited by deep-sea fisheries as well as the protection of the affected habitats. States and RFMO/As are asked to develop and implement data collect ion programmes that include the deployment of on–board fishery observers. These are often faced with the difficult task of having to identify not only target species, but also non–target species, including vulnerable ones such as cold water corals, sponges and cartilaginous fishes. The identification of the latter species can be problematic due to a scarce knowledge regarding their occurrence and distribution for many regions and a lack of identification guides specifically designed for use by n on–experts at sea. This tool enables non-specialists to collect samples and take proper photographs, which can be then examined by taxonomic experts on shore and potentially improve the taxonomic resolution of the species in the catch. This manual was prepared under the “FAO Deep–sea Fisheries Programme” with the support of the Governments of Japan and Norway through the projects “Fisheries management and marine conservation within a changing ecosystem context” and “Support to the implementatio n of the International Guidelines on the Management of Deep-Sea Fisheries in the High Seas”.

    Monitoring incidental catch of vulnerable species in the Mediterranean and the Black Sea: Methodology for data collection 2019

    Bycatch – a term widely used to refer to the part of catch unintentionally captured during a fishing operation, in addition to target species, and consisting of discards and incidental catches of vulnerable species – is considered one of the most important threats to the profitability and sustainability of fisheries, as well as to the conservation of the marine environment and ecosystems. In the Mediterranean, studies on the incidental catch of vulnerable species cover only a small portion of the total fishing activity. In addition, there are several important knowledge gaps for many types of fishing gear, and several countries and/or subregions, as well as on temporal scales, and only a few measures are in place that address the protection of vulnerable species. Monitoring programmes and surveys on incidental catches, which follow a harmonized methodology allowing for results to be compared across subregions, are necessary to improve knowledge on the issue and to subsequently support the identification of potential mitigation methods and tools, and relevant management measures. This publication and the methodology contained herein aim to provide a framework for the development and implementation of an efficient, standardized data collection and monitoring system for all vulnerable species encountered in the Mediterranean and the Black Sea, namely elasmobranchs, marine mammals, seabirds, sea turtles, and macrobenthic invertebrates.

    Report of the Fisheries and Biological Data Preparation Workshop on the Shrimp and Groundfish Fisheries of the North Brazil Shelf Large Marine Ecosystem 2019

    The Fisheries and Biological Data Preparation Workshop for the Shrimp and Groundfish Fisheries of the North Brazil Shelf Large Marine Ecosystem (NBSLME) was held in Bridgetown, Barbados 23-25 October, 2018. The meeting brought together 14 participants including fisheries officers, government organizations and FAO. The main objective of the workshop was to provide training on data preparation for stock assessment purposes and fisheries status/trends monitoring, enhance capacities in fisheries data and statistics collection at the national and sub-regional levels, and review status of data collection for the shrimp and groundfish fisheries of the NBSLME. The current state of the Fisheries and Resource Monitoring System (FIRMS) stocks and fisheries inventories for the NBSLME was reviewed and updated with inputs from participants. Ongoing work on the Data Repository and Decision Support System (DSS) for the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) Project and its application in the NBSLME was presented and discussed. A template for recording fisheries and biological data of key species in the NBSLME for stock assessment purposes was reviewed by participants. Furthermore, for each country and fishery, participants reviewed availability of data including, inter alia, time series of landings and fishing effort, length frequencies and socio-economic information. Additionally, a review was made of the biological parameters (e.g. length-weight relationship, growth, maturity) available for key shrimp and groundfish species in the NBSLME and data gaps identified. Information on genetic studies on shrimp and groundfish species in the NBSLME region served as background for discussion on the stock structure

    This brief aims at providing policy makers and other interested parties with an overview of data collection for the monitoring of the incidental catch of vulnerable species (sharks and rays, seabirds, sea turtles and marine mammals) in fisheries. It higlights and summarizes the key aspects illustrated in the protocol developed by the General Fisheries Commission for the Mediterranean on Monitoring the incidental catch of vulnerable species in the Mediterranean and the Black Sea - Methodology for data collection. In the Mediterranean, studies on the incidental catch of vulnerable species cover only a small portion of the total fishing activity. In addition, there are several important knowledge gaps for many types of fishing gear, and several countries and/or subregions, as well as on temporal scales, and only a few measures are in place that address the protection of vulnerable species.
