The twenty-seventh session of GFCM was attended by delegates from nineteen of the twenty-three members of the Commission. The Commission reviewed the intersessional activities, particularly the conclusions and advices of the fifth session of the Scientific Advisory Committee (SAC) and of the third session of the Committee on Aquaculture (CAQ). The Commission noted that the regional project proposal entitled “Mediterranean Fishery Statistics and Information Systems” (MEDFISIS) was to be initiated . The Commission also reviewed the status of action taken by Members towards ratifying the amendments to the GFCM Agreement relative to the autonomous budget. The Commission adopted Recommendation 2002/1 on the management of selected demersal and small pelagic species and further endorsed three Recommendations by ICCAT concerning the management of large pelagic species. The Commission established a Joint SAC/CAQ/ICCAT Ad Hoc Working Group on Sustainable Tuna Farming Practices in the Mediterran ean. While adopting the programme of work for SAC and CAQ, the Commission also established a reference framework for the mandate of SAC for the intersessional periods 2003-2004. -

No results found.The decision to hold an Extraordinary Session of the General Fisheries Commission for the Mediterranean (GFCM) was made by the twenty-eighth session of the Commission (October 2003). The mandate of this session was: to review the implications of the entry into force of the 1997 amendments to the GFCM Agreement and to adopt Financial Regulations for the autonomous budget; to assess the GFCM programme of work and the autonomous budget for 2005; to agree upon a selection procedure for the Executive Secretary; and to adopt criteria for new headquarters, as well as to review issues connected to the functioning of the Commission. The Commission adopted its Financial Regulations and debated on the official currency to be used for the autonomous budget. It decided to freeze the proposed posts of aquaculture expert and of statistician in the Secretariat and agreed that the post of Executive Secretary would be covered by the autonomous budget. The Commission further adopted by consensus the au tonomous budget for 2005, as well as a procedure for the selection of the Executive Secretary and criteria for the selection of GFCM new headquarters. The Commission agreed to postpone the review of several practical, institutional and legal issues regarding its functioning to the next GFCM ordinary session, early December 2004. -

Rome, 2-6 March 2009. 2009The twenty-eighth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 2 to 6 March 2009. The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture and their implementation. As part of the further work to facilitate and ensure the implementation of the Code of Conduct for Responsible Fisheries and its International Plans of Action, COFI encouraged the Secretariat to proceed with the publication of the best pr actices technical guidelines for the IPOA-Seabirds. The Committee supported the development of guidelines on best practices for safety at sea. The Committee agreed that additional work should be carried out in relation to the Guidelines for the Ecolabelling of Fish and Fish Products from Inland Capture Fisheries. COFI recommended that FAO continue to provide technical advice to the Convention on International Trade in Endangered Species of Wild Fauna and Flora in relation to listing proposals fo r commercially exploited aquatic species, and technical input to the fisheries subsidies negotiations in the World Trade Organization. COFI reaffirmed its trust in FAO to play a coordinating role in advancing the global aquaculture agenda and recognized the need for further support to the Special Programme for Aquaculture Development in Africa. It was noted that FAO should continue to play a leading role in relation to assistance for the implementation of the International Guidelines for the Man agement of Deep-Sea Fisheries in the High Seas with regard to the management of fisheries resources exploited through deep-sea fishing. COFI reaffirmed that illegal, unreported and unregulated fishing remained one of the principal threats to sustainable fisheries and highlighted the importance of the negotiation of a draft legally-binding instrument on port State measures. The Committee welcomed the outcome of the 2008 Global Conference on Small-Scale Fisheries and focused on the various policie s, strategies, legal and social measures taken by Members to secure sustainable livelihoods in marine and inland small-scale fisheries. Concerning FAO¿s programme of work in fisheries and aquaculture, COFI took note of the Immediate Plan of Action for FAO Renewal (2009¿10) and supported its strengthened role in providing advice on priorities.
