    FAO is supporting the implementation of the 2005 FAO Model Scheme on Port State Measures to Combat Illegal, Unreported and Unregulated Fishing (FAO Model Scheme), including at regional level. The thirty-first session of the General Fisheries Commission for the Mediterranean (Rome, January 2007) agreed that a workshop on port State measures be convened, mindful of international fisheries instruments, recent developments in international fora and the desirability of strengthening control s, based on the FAO Model Scheme. The main objective of the workshop was to consider GFCM Members’ coordinated efforts regarding the strengthening and the harmonization of port State measures in the near future and, as a result, build on the requirements of the General Guidelines for a GFCM Control and Enforcement Scheme. In this respect, the workshop followed-up on the outcomes of the 2004 GFCM Workshop on Illegal, Unreported and Unregulated Fishing in the Mediterranean. This report reviews GFCM Members’ port State measures with the aim to assess strengths, weaknesses, gaps and constraints for regional cooperation. It is based on the responses to a questionnaire filled in by the GFCM Members. In addition, existing laws and regulations enacted at national level by GFCM Members concerning port State measures are reported and compared to the provisions of the FAO Model Scheme. A summary of options for GFCM consideration were recommended to strengthen port State co ntrols in the GFCM area since there appears to be a significant scope for further harmonization. To this end, aspects such as cooperation among GFCM Members, including exchange of information and training of inspectors, the need for qualified human resources and efforts to develop integrated mechanisms of control both at national and regional levels will be prominent in the fight against IUU fishing. A regional scheme on port State measures by the GFCM, building on the IPOA–IUU and the FAO Model Scheme, was suggested.

    The thirty-second session of the General Fisheries Commission for the Mediterranean (GFCM) was attended by 23 Contracting Parties. The Commission reviewed the intersessional activities of its Scientific Advisory Committee, its Committee on Aquaculture and hold the second session of its Compliance Committee. The GFCM adopted a binding Recommendation on a Regional Scheme on Port States Measures to Combat Illegal, Unreported and Unregulated (IUU) Fishing and endorsed an International Commission for the Conservation of Atlantic Tunas (ICCAT) Recommendation on a Fishing Period for the Swordfish Fisheries. It also adopted a Resolution on reporting on management measures. The GFCM agreed on a set of amendments to its Rules of Procedure and established three new Working Groups, on Recreational Fisheries, on Gear Selectivity and on Monitoring, Control and Surveillance, especially vessel monitoring systems. It also decided to establish a Regional Record of Fishing Vessels. The GFCM formalized it s cooperation with three partner organizations through memoranda of understanding. The Commission decided to use Arabic as working language for its plenary session and to undertake a performance review in 2009. The GFCM adopted its 2008 budget and programme of work. It acknowledged the importance of the network of cooperative regional research projects in support of the work of its committees and confirmed the extension of this network in the Black Sea. The Commission took note of progress made towards the move of its Secretariat to its new headquarters. The GFCM renewed the mandate of its Bureau for another term.

    The thirtieth session of the General Fisheries Commission for the Mediterranean (GFCM) was attended by delegates from 18 Members of the Commission. The Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protec tion of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. The Commission agreed on its programme of work and adopted its autonomous budget for the year 2006. The GFCM elected its new Bureau.
