Synopsis (short abstract) The GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and Black Sea offers a common vision and guiding principles to achieve sustainable fisheries and aquaculture in the region, federating efforts to deliver on national, regional and global commitments. Building upon the progress made and concerted action between all stakeholders, it addresses the social, economic and environmental aspects of sustainability in order to build resilience to respond to global challenges. The GFCM 2030 Strategy upholds the heritage of fisheries and aquaculture as pillars for the livelihoods of coastal communities, championing a productive and sustainable food system that contributes to thriving economies and healthy ecosystems. It is articulated in five distinct targets that each contribute to this overarching vision for sustainability: Target 1 focuses on healthy seas and productive fisheries; Target 2 aims to ensure a level playing field to eradicate all illegal, unreported and unregulated fishing; Target 3 helps realise the potential of a growing aquaculture sector; Target 4 supports livelihoods through decent employment and fishers engagement; and Target 5 fosters capacity development through technical cooperation and efficient partnerships across the region. The GFCM 2030 Strategy addresses regional priorities while taking into account local needs and specificities through a subregional approach. Covering a ten-year span, the GFCM 2030 Strategy is aligned with a global agenda. The successful achievement of its targets relies on the commitment of the GFCM Membership in adopting and implementing relevant decisions and in supporting its overarching vision.

    Strategy for the sustainable development of Mediterranean and Black Sea Aquaculture 2018

    Aquaculture is a flourishing industry which plays a key role in Mediterranean and Black Sea riparian countries, under a blue growth perspective. According to current trends in aquaculture production and to some national aquaculture strategies, the production of farmed seafood is expected to substantially increase in the region over the next decades. This calls for a careful planning in order to ensure the long term social, economic and environmental sustainability of the sector. In light of emerging global challenges, the international community has been involved for decades in a common endeavour in favour of sustainable development and cooperation. The 1995 Code of Conduct for Responsible Fisheries of the Food and Agriculture Organization of the United Nations and, more recently, the 2016 United Nations Sustainable Development Goals are two milestones of this widespread mobilization. In the Mediterranean and the Black Sea, the need to promote blue growth and develop sustainable aquaculture to ensure food security has been reiterated on several occasions. Acknowledging this growing trend and in line with its mandate, the General Fisheries Commission for the Mediterranean has recently adopted Resolution GFCM/41/2017/1 on a strategy for the sustainable development of Mediterranean and Black Sea aquaculture. This regional strategy has been developed as part of an extensive consultation process. It envisages a future for Mediterranean and Black Sea aquaculture where a level playing field is achieved and the promotion of the sector is ensured so that it is more competitive, sustainable, productive, profitable and equitable. It is expected that it will help Mediterranean and Black Sea riparian countries in formulating harmonized aquaculture activities and action plans, paying special attention to current priorities and specificities at the local, national, subregional and regional level. Based on three targets and associated outputs and activities, the strategy will be implemented as part of a process that is consistent with national and supranational aquaculture strategies in Mediterranean and Black Sea riparian countries.

    The Regional Conference "Blue Growth in the Mediterranean and the Black Sea: developing sustainable aquaculture for food security" was held in Bari, Italy, from 9 to 11 December 2014. It was organized by the General Fisheries Commission for the Mediterranean (GFCM) of the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Italian Presidency of the Council of the European Union, the Italian Ministry of Agricultural, Food and Forestry Policies (MiPAAF) and the European Commission and in partnership with Eurofish and the International Union for Conservation of Nature (IUCN). This event took place at the International Centre for Advanced Mediterranean Agronomic Studies, Institute of Bari (CIHEAM Bari), Italy. The Conference was attended by more than 140 representatives of governments and international organizations, delegates, experts and practitioners from 16 Mediterranean and Black Sea riparian countries. It offered a unique occasion for stakeholders to exchange their views on the most salient issues connected to sustainable aquaculture development in the region, share their experiences, examine challenges ahead and explore potential synergies and cooperation opportunities. In light of emerging economic, social and environmental issues and taking stock of the progress made in aquaculture research and innovation, the Conference acknowledged the key role to be played by the sector in achieving food security, employment and economic developm ent in the region, under a blue growth perspective. All participating countries reached a consensus on the need to foster cooperation and implement coherent and coordinated strategies to face challenges ahead and ensure the sustainable and responsible growth in the sector in the Mediterranean and the Black Sea. This event was also marked by the adoption of conclusions and recommendations, which laid the groundwork for the establishment of a GFCM Aquaculture Task Force on a Strategy for the susta inable development of aquaculture in the Mediterranean and the Black Sea.
